About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has issued a Special Notice for the Training and Readiness Accelerator II (TReX II) Other Transaction Agreement (OTA) Request for Solutions (RFS). The notice encompasses two specific Advanced Instrumentation Systems Technology (AIST) prototype projects focused on advanced non-Global Navigation Satellite System precision positioning and improved flight termination system power sources. Advanced Technology International (ATI) is managing the solicitation on behalf of the Department of Defense Test Resource Management Center. The opportunity is categorized under the Research and Development in Physical, Engineering, and Life Sciences NAICS code 541715, with a focus on national defense research and development services. The Special Notice was published on February 18, 2025, with responses due by March 24, 2025.

The primary objective of the TReX II initiative is to accelerate innovative prototype development to enhance military personnel readiness through modeling, simulation, experimental validation, and mission-focused projects. Interested contractors must be members of the TReX II consortium and can obtain detailed information through the official website at https://www.trexii.org/. Prospective participants who are not current consortium members can contact TReXII@ati.org to request membership. The solicitation includes a notable provision that successfully completed prototype projects may result in follow-on production contracts without additional competitive procedures, as permitted under 10 U.S.C. 4022(f). The two specific prototype projects seek to develop advanced positioning systems and improved power sources for flight termination systems, with the broader goal of directly supporting Department of Defense technological capabilities and mission effectiveness. Only consortium members will be eligible to respond to this Request for Solutions.

Notice text

This Special Notice is to advise interested members of the Training and Readiness Accelerator II (TReX II), as well as other interested members within the U.S. technology base, that two (2) Request for Solutions (RFS) have been issued by Advanced Technology International (ATI) for the following Advanced Instrumentation Systems Technology (AIST) prototype projects:

TReX II-25-02 RED-075: AIST_ Time Space Position Information (TSPI)_01-Advanced Non- Global Navigation Satellite System (GNSS) Precision Position System

TReX II-25-02 RED-076: AIST_AEPI_01 - Improved Flight Termination System (FTS) Power Source

The purpose of the Training and Readiness Accelerator II (TReX II) is to spur innovative development, demonstration, and expedited delivery of prototypes to increase Warfighter readiness via modeling, simulation, education/training, experimental validation, and military readiness focused projects. A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Solutions (RFS) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Director of the Department of Defense (DoD) Test Resource Management Center (TRMC).

Please note that any projects awarded in response to the RFS will include the following statement relative to the potential for follow-on production:

"In accordance with 10.U.S.C. 4022(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or non-procurement transaction without the use of competitive procedures."

Interested parties are directed to https://www.trexii.org/ to obtain information regarding this Request for Solutions. Interested parties are required to be members of the Training and Readiness Accelerator II (TReX II) in order to respond to the solicitation.
