About this opportunity

The United States Marine Corps Training and Education Command (TECOM) is seeking contractor support for Range and Training Area Management (RTAM) services through this pre-solicitation notice. The procurement encompasses comprehensive range safety and management expertise across multiple disciplines, including aviation, ground, and laser range safety; range certification; facility management; Geographic Information Systems (GIS) services; training delivery; and curriculum development using Systems Approach to Training and Education methodology. The contractor must assign qualified key personnel with Secret Security Clearances (except administrative staff) available on the first day of performance, maintain a presence within 30 miles of Marine Corps Base Quantico, Virginia, and support training operations across multiple Marine Corps installations and DoD facilities worldwide. The Services Sought Announcement (RFI) seeks industry feedback on the proposed scope, NAICS code appropriateness, and contractor experience with the outlined service areas, with responses due by March 20, 2026, at 10:00 AM EDT to be submitted via email to Ms. Shaye Nelson and Mrs. Christa Eggleston-Scott with specific subject line formatting required. The evaluation criteria emphasize multi-service experience with class instruction, range integration, range certification, and airspace/FAA workflows to support modernization and sustainment of Marine Corps operational training ranges.

This is an unrestricted procurement with no small business set-aside designation, though small business responses are encouraged, including Service Disabled-Veteran Owned, Women-owned, HUBZone, and 8(a) companies. Previous incumbents performing under firm-fixed-price contracts include Federal Strategies, LLC and Davis Defense Group, Inc., both classified as small businesses. The anticipated contract value is $19.5 million with a NAICS size standard of 541990 (All Other Professional, Scientific, and Technical Services). The performance scope includes delivery of up to 58 training classes annually across five USMC formal school codes, support for a Range Managers Tool Kit (RMTK), help desk services (Tier 1 and 2), and approximately 127 authorized trips to 31 locations throughout the contract period. The contractor must complete a 15-day transition-in period following award and a 30-day transition-out period before contract completion, with monthly status reports and deliverables in multiple formats required throughout performance.
