About this opportunity
NASA's Shared Services Center seeks rental of one hydrogen gas tube trailer and one oxygen gas tube trailer for Human Lander System fuel cell testing at Cleveland, Ohio, with capabilities and qualifications submissions due July 9, 2026. This is a sole source procurement under FAR 12.102(a) authority, intended exclusively for Delille Oxygen Company.
The period of performance is 7 months. The hydrogen trailer must meet MIL-PRF-27201E specification (99.995% purity) with 120,000 cubic feet storage capacity; the oxygen trailer must meet MIL-PRF-25508J, Grade A specification (99.6% purity) with 60,000 cubic feet storage capacity. Both trailers are currently in use on-site at Building 334, NASA Glenn Research Center, approximately 90% full of their respective commodities, with the current lease ending in July.
The sole source justification rests on three factors: the trailers have successfully supported prior HLS fuel cell testing in FY25, and switching vendors risks unverified reactant quality; retrieving the equipment would result in loss of gases already procured by the government; and alternative vendor trailers present incompatibility concerns with existing test facility gas delivery systems, potentially requiring costly modifications. High-priority testing commences in July and will continue for several months to two years, making service disruption unacceptable due to project delay risk.
