☒I recommend that NASA, NASA Shared Services Center negotiate with Delille Oxygen Company only for the rental of one hydrogen gas and one oxygen gas tube trailers. These components are described in the attached quote from Delille Oxygen Company. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 7 months.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Currently onsite we are in possession and in use of one hydrogen gas and one oxygen gas tube trailers owned by Delille Oxygen Company. Currently the trailers are 90% full of their respective commodities.

The current lease ends in July. This gas has successfully been used for the previous stage of Human Lander System (HLS) fuel cell testing which occurred FY25. Switching to another vendor could jeopardize testing results because of unverified quality of reactants through other vendors.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Currently we have high priority testing supporting Human Landing System (HLS) fuel cell testing, which will be starting in July and running for at least the next several months up to two years. If there is a disruption of service, the testing will be halted causing project and schedule delays. Since the trailers are currently 90% full of the aforementioned gasses, halting the rental fees would mean that the trailers would be taken back by Delille Oxygen Company. As a result the government would be forfeiting the gasses that have already been procured by the government within those trailers.

If we were to switch to different trailers we don’t know if the trailers would be compatible with the existing test facility gas delivery systems. If another vendors trailers are not compatible this would lead to the government making modifications to the existing systems. This could lead to potential schedule impacts based on existing lead times of components to modify the existing systems to accommodate a different style trailer.

ADDITIONAL COMMENTS:

The quote attached is the quote from the Delille Oxygen Company. This purchase request is designed to cover the monthly rental fees only.
