The procurement is a women-owned small business set-aside, issued under FAR Part 12 as a Firm Fixed Price purchase order anticipated to be awarded based on best value.
Place of performance is Selma, Alabama (661 Selfield Road, Selma, AL 36703), with delivery required within 90 days of award on an F.O.B. Destination basis. NAICS code is 333120, Construction Machinery Manufacturing; PSC code is 2420, Tractors, Wheeled.
Tractor specifications require 145–150 horsepower maximum engine rating, continuously variable transmission, 4x4 suspended power axle, closed center load sensing 29 GPM pump, hydrostatic steering, and mechanical self-leveling front end loader with 5,900 lb minimum left capacity. Each unit must include a 7-foot wide HD front bucket, 5,000 lb 48-inch HD fork attachment, 2,000 lb weights front and back, solid tires, LED lights, complete dealer parts and repair manuals, a minimum 12-month full warranty, and a 36-month powertrain warranty. Standard manufacturer tire and wheel packages for tractors meeting the horsepower requirement satisfy specifications; no special aftermarket configurations are required. Evaluation criteria are Statement of Work Specification (most important), Delivery Timeframe, and Price. Technical proposals must not exceed two pages and demonstrate understanding of SOW requirements and shipment-tracking capability. Price proposals must remain valid for 120 calendar days after solicitation close and cannot exceed IDIQ rates. Contracting Officer Edward Ruud (Edward.Ruud@fema.dhs.gov) and Contract Specialist Danielle Sweetney (Danielle.Sweetney@fema.dhs.gov) are points of contact.
