About this file
This is a Questions and Answers document for federal tractor procurement solicitation 70FB7026R00000026 issued by FEMA.
The document addresses three key vendor inquiries regarding tractor specifications and delivery timelines. Regarding tire requirements, the government clarified that standard manufacturer tire and wheel packages for tractors with 145+ maximum engine horsepower meet the solicitation requirements, with no special aftermarket specifications needed. On delivery timelines, the government confirmed that vendors may quote delivery periods exceeding the initial 90-day preference, provided delays are justified by reasonable production timelines and lead times; however, vendors are advised that delivery schedule will be evaluated as a scoring factor and should accurately reflect realistic expectations. For horsepower specifications, the government confirmed that the solicitation requires tractors with a maximum engine horsepower range of 145 to 150 HP, not rated horsepower. These clarifications establish that vendors should quote standard commercial tractor configurations with flexible delivery schedules that will be subject to evaluation.

TRACTORS – QUESTIONS AND GOVERNMENT RESPONSES 001
SOLICITATION 70FB7026R00000026
1. Solid or airless tires do not appear to be commercially available from the tractor manufacturer or aftermarket suppliers in the sizes required for a 145–150 HP tractor.
Could you please confirm whether this requirement means:
a. Solid/airless rubber tires;
b. Pneumatic tires that are foam-filled; or
c. Standard industrial pneumatic tires installed on one-piece welded steel rims rather than adjustable bolt-together wheels?
Government Response: The standard manufacturer tire and wheel package that comes with a 145+ max engine horsepower tractor meets this requirement. There is no special aftermarket requirement for this request.
2. Can vendors quote delivery timelines longer than 90 days with exceptions for production timelines and lead times?
Government Response: A delivery exception is approximate due to reasonable and understandable lead times, therefore flexibility on delivery exceeding 90 days is acceptable;
however please keep in mind Factor 2 Delivery Schedule is being evaluated. Please provide an estimated delivery time that accurately reflects expectations.
3. We would appreciate clarification regarding the horsepower requirement listed in the
Statement of Work. The solicitation specifies a tractor horsepower range of 145–150 HP.
Please confirm FEMA intends this requirement to refer to:
a. Rated engine horsepower; or
b. Maximum engine horsepower.
Government Response: The requirement is for tractors consisting of a Maximum engine horsepower of 145 up to 150.
