About this opportunity

The Federal Aviation Administration (FAA) has issued a Special Notice announcing a Challenge-Based Acquisition (ChBA) for the Tower Simulation System Enhancement 2 (TSS E2) program. This notice initiates Phase I of the acquisition through a Request for Concept Papers (RCP) process, which represents a competitive procurement methodology designed to identify innovative solutions for air traffic controller training simulators. The FAA, operating under its established procurement authority, seeks to engage potential contractors in proposing enhanced TSS capabilities and deployment strategies. This Special Notice provides the foundational announcement and directs interested parties to detailed government-furnished documents outlining requirements, evaluation criteria, and submission guidelines. The acquisition is driven by federal mandate to improve air traffic controller access to high-fidelity simulators across the National Airspace System.

The primary objective is to deploy Tower Simulation Systems to 102 training sites by May 2028, with operation and maintenance services extending through the contract performance period, thereby addressing the FAA Reauthorization Act of 2024 mandate and supporting controller workforce expansion. Concept papers must be submitted by 2:00 PM Eastern Time on March 24, 2026, to Contracting Officer Manish Patel at manish.patel@faa.gov, with responses limited to 25 pages and addressing four required sections: Technical Approach and Solution Architecture, Implementation Approach, Operational Approach, and Rough Order of Magnitude Cost Estimate. There are no stated eligibility restrictions beyond standard federal contractor requirements, though all response costs remain the responsibility of offerors. The acquisition evaluates technical capabilities including high-fidelity simulation, rapid video database modification, virtual pilot representation with natural speech synthesis, remote instructor integration, automated evaluation systems, innovative architectures leveraging cloud computing and artificial intelligence, cybersecurity compliance, and deployment viability. The FAA expects contract award in late fiscal year 2026, with Authority to Operate approval anticipated within 12 months of award, establishing a compressed timeline for solution development and site deployment.

The Federal Aviation Administration (FAA) has a requirement for air traffic controller training simulator operation and related services under the Tower Simulation System (TSS) program.

The FAA intends to deploy additional TSSs to training sites around the National Airspace Systems (NAS) to improve controllers’ access to high-fidelity simulators and facilitate faster, more efficient controller training and certification. The FAA is also seeking to improve the capabilities of the TSS and the delivery of TSS services through technological innovation. The FAA has designated this effort “TSS E2.”

For TSS E2, the FAA is issuing a Challenge Based Acquisition (ChBA). An overview describing the ChBA process is provided in the “TSS E2 Request for Concept Papers Feb 2026” document.

As part of Phase I of the ChBA, the FAA is issuing a Request for Concept Papers (RCP). The details of the RCP requirements, including the instructions and evaluation approach of the RCP is provided in the “TSS E2 Request for Concept Papers Feb 2026” document. The Statement of Objectives (SOO) referenced in this document are the finalized objectives resulting from the “FAA Tower Simulation E2 – Statement of Objectives” Special Notice that was issued on 1/29/2026. The SOO is posted with this announcement. In addition, responses to questions received on the SOO are provided in the document titled “Responses to SOO Questions”.
