About this opportunity
The Department of the Navy Naval Air Systems Command intends to solicit a tech refresh of its Air Traffic Control Tower Simulation System (TSS) with responses to the amended sources sought notice due by September 18, 2026, though the acquisition timeline has been shifted to FY27. The procurement is not set-aside. Work is performed worldwide at Naval and Marine Corps facilities. The existing TSS, originally developed by UFA, Inc., requires hardware and software upgrade and integration alongside development of visual databases for designated airfields, user-friendly scenario development tools, and environmental effects capabilities including weather, wind, visibility, and day/night rendering. The system must support up to three simultaneous positions (local control, ground control, and flight data) with synthetic voice response, voice recognition, and recorded playback functionality for instructor evaluation. The acquisition carries a ceiling of $34.0 million under NAICS 541519 (Other Computer Related Services) and is anticipated to be awarded as a firm-fixed-price contract. Prospective contractors must submit capabilities statements not exceeding 10 pages demonstrating experience with similar efforts, available expertise and resources, and subcontracting plans. The Government will use responses to assess competitive procurement viability and may pursue alternative contract vehicles including GWACs, IDCs, FSS, BOAs, BPAs, SBIR, or STTR awards. Submit responses to Contract Specialist Wyatt Nunes at wyatt.k.nunes2.civ@us.navy.mil.
