About this file
This is a Sources Sought Notice for an Air Traffic Control Tower Simulation System (TSS) Tech Refresh acquisition. The Naval Air Warfare Center Training Systems Division (NAWCTSD) is conducting market research to define its acquisition strategy for upgrading the existing TSS, which was originally developed by UFA, Inc. The system will be deployed to Naval and Marine Corps facilities worldwide and must provide realistic, interactive training for tower air traffic controllers in a non-operational environment. The TSS shall support up to three simultaneous positions (local control, ground control, and flight data), include synthetic voice response and voice recognition capabilities, and provide recorded playback functionality for instructor evaluation.
Prospective contractors must submit capabilities statements of no more than 10 pages demonstrating experience with similar efforts, available expertise and resources, and subcontracting plans. Key technical requirements include performing a tech refresh with hardware and software upgrade and integration, developing visual databases for designated airfields, providing user-friendly scenario development tools, and delivering environmental effects capabilities (weather, wind, visibility, day/night). The acquisition is set at $34.0 million under NAICS 541519 (Other Computer Related Service) with a small business size standard, and it is anticipated to be awarded as a firm-fixed-price contract. The original submission deadline of 18 September 2026 has been amended, with the timeline shifted to FY27 to allow additional market research. Responses should be submitted to Contract Specialist Wyatt Nunes at wyatt.k.nunes2.civ@us.navy.mil. The Government will use responses to determine competitive procurement viability and may consider alternative contract vehicles including GWACs, IDCs, FSS, BOAs, BPAs, SBIR, or STTR awards if applicable.

Air Traffic Control (ATC) Tower Simulation System (TSS) 15G34 Tech Refresh
SOURCES SOUGHT NOTICE
NAICS: 541519 - Other Computer Related Service – Small Business Size Standard $34.0M
PSC: 6910 - TRAINING AIDS
INTRODUCTION:
The Naval Air Warfare Center Training Systems Division (NAWCTSD) is defining its acquisition strategy for the solicitation and award of a Tech Refresh to all Air Traffic Control (ATC) Tower Simulation Systems (TSS). The TSS was originally developed and delivered by UFA, Inc. The delivery included current hardware that will be upgraded due to obsolescence and UFA, Inc. site-specific proprietary-owned software. The TSS will be delivered to Naval and Marine Corps facilities throughout the world. The ATC TSS shall provide realistic training for Tower Air Traffic Controllers in a non-operational environment. The TSS shall be a partial-scale ATC Tower simulator providing an interactive, highly realistic environment for controller training. In operation, the TSS shall support up to three simultaneous positions including local control, ground control, and flight data. Realistic scenarios will be generated and modified at the direction of an instructor using an input terminal equipped with a graphical user interface. The TSS shall provide synthetic voice response and voice recognition to allow the trainee to talk to the TSS. The voice recognition system shall interpret the trainee’s commands and translate them into actual aircraft movements depicted on the screen. The TSS shall then acknowledge trainees' instructions using synthetic voice. A recorded playback feature shall allow instructors to review and evaluate performance with the trainee after the training session.
After responses to this market research are received, NAWCTSD will evaluate the viable options and select the final acquisition strategy. Therefore, your response to this research is instrumental in supporting your company’s business interests. Information from both large and small businesses is requested. It is anticipated that any resulting contract will be accomplished under the provisions of a firm-fixed-price (FFP) contract.

ACQUISITION DESCRIPTION:
The Department of Navy (DON) has a clear need to maintain current tower simulator and associated simulator administrator support to enhance training, proficiency, and safety of flight for Naval Aviation. Reduced flight operations coupled with antidotal information that simulators enhance current skill sets, reduce time-to-train, provide non-standard scenario training and reinforce perishable skills affirms the need for a tower simulator. Along with the existing terminal radar and precision radar simulators, the tower simulator completes ashore training to support the multiple disciplines required of today’s air traffic controller.
Chief of Naval Operations, OPNAV N980A, requests a high-fidelity air traffic control tower simulator device be upgraded to address training and proficiency deficiencies that includes software and scenario support. N980A will be responsible for developing overarching training and readiness regulations and requirements that dictate usage and employment of the simulator device.
