About this opportunity

The United States Coast Guard Surface Forces Logistics Command seeks to upgrade the electrical control system for Tower Crane Five. Requirements include replacing all AC motors, drives, encoders, and wiring, as well as furnishing new PLC control panels, software, diagnostic systems, and an upgraded cab and emergency stop stations. Interested parties shall demonstrate experience providing replacement electric components, control systems, software, and installation services by submitting five-page capability statements by May 14, 2018. Responses are to be sent to Kevin.J.Lettich@uscg.mil and will be evaluated based on the respondent's capabilities to fulfill the requirements outlined in the attached performance work statement and specifications.

No set-aside designation has been made for this procurement. The NAICS code is 335314 and there is no designated budget range. Respondents shall provide their business size status and any applicable socioeconomic program preference. This pre-solicitation notice does not represent a funding commitment and the Coast Guard reserves the right to change any details provided. Any resulting contract will be full and open competition under FAR Part 15 procedures.

The United States Coast Guard (USCG), Surface Forces Logistics Command (SFLC) in Baltimore, MD is performing market research to determine available sources with the capability to provide the following supplies and services to upgrade the electrical systems and controls for Tower Crane Five:

 

•·         Replacement all the AC motors (main hoist, aux hoist, boom hoist, swing and gantry) with associated AC drive, encoders, and wires/conduits.

 

•·         Design and furnish new PLC panels with software and diagnostic system, new cab with controls, and replace emergency stop pushbutton stations.

 

The supplies and services outlined in the attached PWS are required for the upgrade to Tower Crane #5 electrical control system. The removal and installation of equipment will be handled by USCG Yard personnel.

 

It is anticipated that a Request for Proposal may be released for a firm fixed price contract.

 

Potential sources are encouraged to submit information demonstrating their capabilities to provide the supplies and services as outlined in the attached documents. Submissions should be kept to a 5 page maximum.

 

The applicable North American Industrial Classification Code (NAICS) is 335314. A set-aside determination has not yet been made. Interested parties shall submit their business size and shall include any applicable preference program (i.e. 8(a), HUBZone, Service Disabled Veteran Owned, Small Business, Woman-Owned Small Business). Responses are due no later than May 14, 2018, 5:00pm, EST and may be submitted via email to Kevin.J.Lettich@uscg.mil.
