About this opportunity

The Naval Air Systems Command intends to award a delivery order to Raytheon Company to expand annual production and recertification capacity for the Tactical Tomahawk Block V All-Up-Round. The tasks include procuring tooling, test equipment, rocket motor containers, common loader systems, fuel rings, handling equipment, and associated support to improve supply base capacity for the U.S. Navy and foreign military sales. The period of performance is 24 months starting in October 2023. Raytheon solely possesses the required configuration and manufacturing data.

There is no set-aside designation. Raytheon is the sole manufacturer and maintainer of the Tomahawk system technical data package and manufacturing documentation. As the current contractor, Raytheon will be awarded the delivery order on a sole-source basis. The notice of intent is not a request for competitive proposals. Interested parties may submit capability statements for consideration but the associated data is export controlled and not available to foreign sources.

The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland intends to negotiate and award a Delivery Order under Basic Ordering Agreement N00019-20-G-0007 to Raytheon Company (Raytheon), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform all work necessary to expand annual production and recertification capacity for the Tactical Tomahawk (TACTOM) Block V All-Up-Round (AUR). Tasking includes the procurement of Tomahawk specific tooling, test equipment, rocket motor containers and inserts, common loader systems, fuel rings, factory handling equipment, test requirement documentation updates and associated support to improve Tomahawk supply base capacity capability for the United States Navy and Foreign Military Sales.

Raytheon is the sole manufacturer of the Tomahawk Missile System and maintains and controls both the Level III Technical Data Package and the manufacturing documentation for the TACTOM AUR and associated Government special tooling, special test equipment and Government Property.

The period of performance anticipated for this effort will be 24 months. The anticipated start date is October 2023.
