About this opportunity

The United States Department of Transportation is soliciting proposals through Broad Agency Announcement 693JJ3-20-BAA-0005 to procure vehicle trajectory datasets documenting how connected and automated vehicles operate in traffic and interact with adjacent vehicles. Offerors may propose existing datasets to be cleaned and documented or newly collected data. Proposals will be evaluated based on the technical approach, support for agency objectives to model vehicle behavior, and past performance. Questions are due by August 5, 2020 with proposals due by September 4, 2020.

There is no set-aside designation for this opportunity. NAICS code 541715 and PSC code R425 apply. The agency seeks to award 3 to 5 contracts between September and December 2020, with award values ranging from $50,000 to $300,000 per dataset. A total of $900,000 is available to fund contracts for datasets covering a 12-month performance period for existing data or 24 months for newly collected data. Datasets must document vehicle position, speed, and acceleration for instrumented vehicles and nearby vehicles in the United States. Place of performance is within the United States.

Update #3 · Latest ·

The United States Department of Transportation is soliciting proposals for the Connected and Automated Vehicle (CAV) Performance Datasets initiative through the use of a Broad Agency Announcement.

The primary technical objective of this effort is to procure vehicle trajectory datasets. Depending on the maturity of the dataset (i.e., previously collected vs. proposed to be collected), this could require several different labor tasks for the Offeror including, but not limited to:

  • Developing a data management plan (DMP)
  • Collecting data (if not previously collected).
  • Securing data rights.
  • Cleaning data (e.g., smoothing noisy data).
  • Post-processing data (e.g., estimating required data variables from directly measured data).
  • Scrubbing data (e.g., removing PII and proprietary data that cannot be shared publicly).
  • Documenting data (e.g., consistent data format, documenting necessary metadata for the ITS DataHub).
  • Estimating the accuracy of data variables.

Questions regarding this BAA shall be submitted via email no later than August 5, 2020 at 1pm EST to dewhyte.mcpherson@dot.gov. All questions received will be compiled and answers will be uploaded under this solicitation.

Amendment 1: This amendment is issued to upload the questions and responses to the BAA soliciation. Please refer to the amdended BAA and the Questions & Answers documents attached.

Amendment 2: This amendment is issued to upload the edited version of the questions and responses. Please refer to the amended Questions & Answers attached.
