About this opportunity
NASA's Shared Services Center issued a sole-source justification notice on August 25, 2026, for research services focused on Mars atmospheric analysis and climate evolution using Sample Analysis at Mars (SAM) instrument data; interested organizations must submit capabilities and qualifications by August 31, 2026 at 8:00 a.m. Central Standard Time to be considered for competitive procurement. The government intends to award a non-commercial contract to the Regents of the University of Michigan, Ann Arbor, under FAR 12.102(a) authority, having determined the university is the sole provider capable of this effort. The work objective is to advance understanding of Mars' climate evolution and habitability through interpretation of in situ SAM data supplemented by remote sensing data from ground-based telescopes and spacecraft, with particular focus on publishing results related to methane, CO2 isotopes, and volume mixing ratios. Performance will occur at the University of Michigan with the period of performance running September 1, 2026 through August 31, 2028, under administrative oversight by NASA Goddard Space Flight Center. The NAICS code is 611310 (Colleges, Universities, and Professional Schools) and PSC is AJ11 (General Science and Technology R&D Services). This is not a request for quotes; price offers will not be reviewed at this time. Responses should reference the opportunity ID and address technical capability and qualifications.
