About this opportunity
The U.S. Army Materiel Command Army Contracting Command Aberdeen Proving Ground (ACC Aberdeen Proving Ground) is seeking systems engineering and technical assistance services for various radar programs through a pre-solicitation notice. The procurement aims to support C5ISR Research and Development (RD) with capabilities focused on Research, Development, Test and Evaluation (RDT&E) of ground-based and airborne radar technologies. Key contract requirements include providing comprehensive program support across the entire acquisition cycle, with services encompassing program management, systems engineering, modeling and simulation, development, testing, and performance evaluations. The government will evaluate potential sources based on their ability to demonstrate expertise in radar systems engineering, signal processing, target classification, Electronic Warfare, and related technical capabilities. Interested vendors must submit a 15-page Statement of Capabilities and a 15-page Market Survey Questionnaire by 3:00 PM EST on February 24, 2025, with all responses subject to review under NAICS codes 541330 and 541715.
The opportunity is designated as an 8(a) Sole Source procurement, indicating it will be awarded to a small business participating in the Small Business Administration's 8(a) Business Development Program. While specific award values are not explicitly stated, the contract is intended to be a single award for comprehensive radar program support services. The technical scope covers a broad range of radar-related activities, including support for Counterfire Target Acquisition (CTA), Moving Target Indicator (MTI), and Synthetic Aperture Radar (SAR) systems. Respondents must demonstrate capabilities to handle classified information up to the SECRET level and possess appropriate facility clearances. The procurement is part of a larger Broad Agency Announcement (BAA W56KGU-23-R-RTID) that will remain open for five years through November 1, 2027, suggesting potential long-term engagement for the selected contractor.
