About this opportunity
The Department of the Interior Fish and Wildlife Service seeks approximately 7,650 tons of Grade D base (33c) crusher run limestone with delivery and tailgate spread for the Tennessee National Wildlife Refuge in Springville, Tennessee, with responses due July 23, 2026 at 12:00 PM Eastern Time. This is a Total Small Business set-aside using NAICS code 212321, Construction Sand and Gravel Mining.
Place of performance is the Duck River Unit near New Johnsonville, Tennessee. All material must be delivered between August 1 and November 30, 2026, during regular business hours of 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays; later hours and weekend deliveries may be permitted with prior coordination. The contractor supplies all labor necessary to deliver material and perform tailgate spreading at the direction of refuge staff on site.
Offerors must submit quotes via email to keith_rose@ios.doi.gov with a completed Standard Form 1449, SAM.gov Unique Entity Identifier, technical capabilities documentation demonstrating experience with similar limestone delivery projects, three past performance references with supporting details, and detailed pricing breakdown. Award will be made via firm-fixed-price purchase order to the responsible offeror whose offer is most advantageous to the Government. Evaluation weighs technical experience and capacity specific to project size, location, and proximity; technical approach and work procedures narrative; management plan with identified key personnel and any subcontractors; and past performance examples from federal, state, or local government projects. Technical capabilities and past performance combined carry significantly more weight than price. The anticipated award date is July 30, 2026. Contractors must be registered and active in SAM.gov prior to award.
