About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is seeking a contractor to provide Contractor Logistics Support (CLS) for the AN/TMQ-53 Tactical Meteorological Observing System, an automated weather sensor suite that supports flight operations, combat missions, and emergency evacuations in austere and forward operating locations worldwide. The TMQ-53 is a critical component of the broader Expeditionary Meteorology (ExMet) program, which aims to deliver integrated weather observing, forecasting, and communications capabilities for tactical and near-peer environments in accordance with the 2022 National Defense Strategy. Key contract requirements include maintaining 96% operational availability of TMQ-53 systems globally, providing 24/7 helpdesk support, resolving trouble calls within 15 business days, ensuring spares availability within 24-96 hours depending on location, and implementing quality management systems compliant with ISO 9001 standards. The contractor must also manage system engineering, firmware updates, cybersecurity compliance, reliability analyses, and technical order maintenance. The pre-solicitation notice was posted on December 10, 2025, with a due date of December 24, 2025 for interested parties to submit responses or questions to the contracting office at Hanscom Air Force Base in Massachusetts.
This opportunity is designated as a Total Small Business set-aside, limiting competition to small business concerns. The Statement of Work requires the successful contractor to establish comprehensive logistics support infrastructure including a Program Management Plan, Quality Management System, systems engineering capabilities, and worldwide spare parts management. The contract involves sustaining multiple TMQ-53 systems deployed across diverse geographic locations, from data-rich to data-sparse and denied environments, with the contractor responsible for equipment repair, secure government property storage, global shipping coordination, and technical support services. No specific incumbent contractor is identified in the available documentation, nor is a contract award value provided in the pre-solicitation materials. The contractor will be required to submit monthly cost reports, detailed status reports, Engineering Change Proposals, and maintain continuous system operability and readiness to support Air Force operations worldwide.
Notice text
The Expeditionary Meteorology (ExMet) program is a development, procurement, and sustainment program that addresses the Air Force need for a complete "first-in" weather solution in the tactical and near-peer environments in accordance with (IAW) the 2022 National Defense Strategy (NDS) and the AF/A3 Functional Concept for Operations. ExMET will deliver scalable, integrated components with configurations providing observing, forecasting and communications capabilities that are usable, supportable, and maintainable in deployable locations ranging from data rich to data sparse/data denied per the PACE Plan. ExMET sensor suites include the legacy TMQ-53, the existing the Advance Micro Weather Sensor (AMWS), the new Integrated Weather Observing System (IWOS), and satellite communications capability. These systems accurately sample, measure, and report atmospheric conditions IAW the OS 21 ORD. The TMQ-53 is an automated, tactical suite of weather sensors that provides immediate local weather conditions worldwide, including austere locations, forward operating locations, and remote sites. The TMQ-53 is capable of measuring or calculating cloud coverage, cloud base height, surface visibility, present weather and precipitation detection (type, intensity, accumulation, and rate of fall), and lightning detection (direction and range), as well as Iridium satellite communications capability. The TMQ-53 system supports flight operations, combat missions, and emergency and medical evacuations in strategic locations.
