About this opportunity

The Department of Commerce Office of the Secretary is conducting market research to identify two or more capable businesses for replacement of the Table Mountain fiber optic backbone infrastructure at the Institute for Telecommunication Sciences in Longmont, Colorado, with responses due by July 7, 2026. This is a Sources Sought Notice for market research purposes only and does not constitute a formal solicitation or obligation.

The project requires replacement of approximately 18 kilometers of Single Mode Fiber (SMF) and Multi-Mode Fiber (MMF) infrastructure with armored, jacketed SMF optic cable containing at least 432 fibers (216 transmit/receive pairs), deployed in a directional ring configuration. Cable will be buried underground using directional boring, open trenching, or combination methods. The network will serve three sub-networks: the NTIA/ITS LAN connecting five buildings, a NOAA Link LAN serving two buildings, and a USGS Link LAN.

Project completion is required within 365 days of commencement, not to exceed 2 years from contract award. Work is authorized Monday through Friday, 7:00 AM to 3:30 PM, excluding Federal holidays. All personnel must be U.S. citizens or hold valid H-1B visas. Construction activities include installing 2-inch HDPE conduit, running fiber optic cable, performing precision fusion splicing with Tier 2 and Tier 1 certifications, installing Cisco core switches with 200G/25G optics and CAT 6A cabling, and conducting end-to-end testing. The contractor shall provide 90 days of on-site troubleshooting and repair at no additional cost and one year of phone support. Mitigated damages are assessed at $500 per day for delays beyond 30 days from Notice to Proceed.

NAICS 237130 applies. Responses should be submitted to Jacqueline Brown at jbrown4@doc.gov with a Capability Statement and supporting documentation.
