About this opportunity

The U.S. Army Corps of Engineers Chicago District is soliciting quotes for four thruster drum brake assemblies to retrofit the existing brake system at the Thomas J. O'Brien Lock and Dam in Cook County, Illinois. The procurement seeks new spring applied electrohydraulic thruster released drum brakes with specific technical requirements including an 8-inch brake size, torque range of 85-400 Newton meters, 265/460V voltage rating, and steel construction with wear compensator. Vendors must provide an Operation and Maintenance Manual and minimum 12-month warranty, and all quotes must be submitted electronically through the DoD Procurement Integrated Enterprise Environment (PIEE) system. The government will evaluate proposals based on technical capabilities, past performance, and price to determine the most advantageous offer. The solicitation deadline has been extended to July 11, 2025 at 2:00 PM Central Time, with questions due by June 25, 2025, and an estimated award date of July/August 2025.

This opportunity is designated as a total small business set-aside under NAICS code 335314 (Relay and Industrial Control Manufacturing) with a size standard of $19 million in annual receipts. No incumbent contractors are specifically identified in the solicitation materials, as the current 1950 torque motor brake system requires replacement due to unavailable original parts. While no specific contract value is disclosed, the procurement involves exactly four brake assemblies that will be delivered to the maintenance building at the Thomas J. O'Brien Lock and Dam facility in Burnham, Illinois within 120 days after contract award. Vendors must be registered in both SAM.gov and the PIEE system as prerequisites for participating in this acquisition, and the new brake assemblies are intended to ensure proper operation of the sector gates for opening and closing functions.

Amendment 0001, a) responds to inquiries, b) revises sections 6.A.1.3 and 6.A.1.6 of removes reference section in product description,  and c) extends responses from the 3rd at 1pm to the 11th of July at 2pm local time.

Under this notice, the United States Army Corps of Engineers - Chicago District is issuing Request for Quotation (RFQ) for: TJO Sector Gate Brake Assembly, Cook County, Illinois.

****GOVERNMENT REQUIREMENTS:

In this acquisition The Government is seeking interested vendors to supply and deliver four (4) thruster drum brake assemblies. USACE is seeking four (4) new spring applied electrohydraulic thruster released drum brakes. The new brake assemblies will retrofit the current torque motor 1950 brake system as the original parts can no longer be procured. To ensure that the new brakes work with the sector gates as intended, specific torque ranges will be needed when energized to fully release the brake shoes from the drum brake to allow the sector gates to travel in the open or close direction. When de-energized it forces the brake shoes against the drum brake so that the sector gates come to a complete stop when intended from control panel at each of the control stands. Please refer to section 6 in the purchase document for detailed specifications for the brake assemblies. The exhibits 1-3 are for reference only.
