About this file
This document is an Amendment of Solicitation/Modification of Contract for the U.S. Army Corps of Engineers Chicago District. The solicitation (W912P625Q0014) seeks four (4) new spring applied electrohydraulic thruster released drum brake assemblies for the Thomas J. O'Brien Lock and Dam in Chicago, Illinois. The brake assemblies will retrofit the existing torque motor 1950 brake system, with specific requirements including an 8-inch brake size, torque range of 85-400 Nm, 265/460V voltage rating, and 300 Newton thrust with 50mm stroke.
Key modifications include extending the response due date from 03-Jul-2025 to 11-Jul-2025 at 2:00 PM Central Time, and addressing vendor questions about brake specifications. Vendors must be registered in sam.gov and the DoD Procurement Integrated Enterprise Environment (PIEE) system to submit quotes. Quotes must be submitted electronically via PIEE, with an estimated award date in July/August 2025. The brake assemblies will be delivered to the maintenance building at the lock and dam facility, with a delivery deadline of 120 days after contract award.

SUMMAYR OF QUESTIONS & ANSWERS
Summary of Questions and Answers
Q1: In reviewing the attached specification that was submitted to us I noticed a couple of items that need clarification.
1. Section 6.A.1.3 Brake Torque Min. and Max. states 85 Nm (63 lb./ft.) min. and 400
Nm (295 lb./ft.).
2. Section 6.A.1.4 Brake size states 8-inch The min./max. range stated exceeds the range of the torque spring. Torque springs on a brake have a typical range of 50% to 100% of the maximum rated torque value of the brake.
The maximum torque value of 400 Nm (295 lb./ft.) exceeds the capabilities of an 8-inch brake. A 10-inch brake is recommended.
The size of the brake wheel shown in the photo’s seems to look larger that 8-inches.
A1: The current site conditions have three (3) 8” brakes and one (1) 10” brake, we are looking to convert all into 8” assemblies. Since those are minimum and maximums, the brakes torque maximum can be lower rated than 400Nm (295lb./ft) just not above. That picture might be of the 10” brake I did not receive an answer back from the staff at the site.
Q2: Please measure the outside diameter of the brake drum
A2: Three (3) of the four (4) Drums are 8” in diameter and the other is 10” Diameter, the customer is converting all to 8”. Brakes were measured on June 27, 2025.
Q3: The specification references model Ed 30/5 or EB 300-50 thrusters. Would equivalent thrusters be accepted if the brake meets the torque requirements?
A3: Yes, equivalent thrusters will be accepted as longs as the thrust and stroke match.
Q4: It looks like the solicitation is for (4) of the 8” brakes instead of the (3) 8” brakes and
(1) 10” brake. Is there a reason for this?
A4: Customer wants converted to four (4) 8” brakes.
Q5: The manufacturer has a few clarification requests, including:
I noticed the 85-400Nm torque requirement. Please note that our brakes are manufactured to AIST TR11 specifications, so our 8” brake has a standard max torque rating 220 lb-ft (298Nm). To get to the high end of your torque requirement, we will need to move to a 10” brake and use a special torque spring. Is this acceptable?
Furthermore, our thrusters are rated for 230/460VAC-60Hz. I noticed the 265V low end which would not be within 10%. Is this acceptable? Do you have a mechanical or electrical specification package I could look over?
A5: If the spring applied minimum torque rating is enough to stop the sector gate when de-energized than the AIST Specification brakes will be acceptable. Yes, the voltage rating is acceptable. We do not have a mechanical or electrical package.
Q6: The specifications say the brakes must meet DIN 15435 standard. This is a German standard which would mean the brake would come for a 200 mm brake drum. This is close, but not exactly 8". Do you also want new brake wheels quoted? Or we could quote an 8" brake to the AIST standard
A6: A quote in AIST standard is acceptable as well. No, the wheels do not need to be quoted, just the assemblies.

SCOPE OF WORK
USACE CHICAGO DISTRICT OPERATIONS
Thomas J. O’Brien Lock and Dam Sector Gates Brake Assembly Supply
PURCHASE DESCRIPTION
1. GENERAL SCOPE
Supply and deliver four (4) thruster drum brake assemblies.
USACE is seeking four (4) new spring applied electrohydraulic thruster released drum brakes.
The new brake assemblies will retrofit the current torque motor 1950 brake system as the original parts can no longer be procured. To ensure that the new brakes work with the sector gates as intended, specific torque ranges will be needed when energized to fully release the brake shoes from the drum brake to allow the sector gates to travel in the open or close direction. When de-energized it forces the brake shoes against the drum brake so that the sector gates come to a complete stop when intended from control panel at each of the control stands. Please refer to section 6 detailed specifications. The exhibits 1-3 are for reference only.
2. PROJECT DESCRIPTION AND DELIVERY.
Thomas J. O’Brien Lock and Dam is located on the Calumet River and is operated by the US Army Corps of Engineers (USACE), Chicago District. The facility is a unit of the Inland Waterway Navigation System and consists of a navigational lock. The address to the facility is 1831 E 130th Street Chicago, IL 60633. The site can be reached by turning into the access area off 130th Street just past the light at Stony Island Ave. and East of Waste Management Property and continuing past the railroad tracks and following the access road for approximately one (1) mile until reaching the security gates in the visitors’ parking lot. The sites main phone number for further directions and site access is (773) 646-2183.
The brake assemblies will be delivered to the maintenance building at the site address listed above. The facility lockmaster will coordinate the placement of the assemblies and serve as the point of contact for directions.
Prior to delivery, supplier shall provide a submittal showing pertinent details of proposed thruster drum brake assemblies that allows confirmation they are in accordance with requirements listed in the specification section of this scope
3. SCHEDULE
The brake assemblies shall be delivered and unloaded no later than 120 days after the contract is awarded. Delivery shall occur Monday through Friday 0700 to 1600 Central Standard Time.
