This amendment corrects the period of performance from 1/02/17 - 1/01/21 to 1/02/17 through 1/01/22 and answers questions received.
1. The solicitation and pricing documentation states that these services are for 5 years yet the period of performance only indicates 4 years (1/02/17 - 1/01/21). For it to be 5 years the period of performance would have to be 1/02/17 through 1/01/22. Please advise of the correct period of performance.
This amendment corrects the period of performance
2. The statement of work indicates that an update of the title commitment is going to be required yet there is no line item for this in the pricing structure. A line item needs to be added for this service.
Update should be included in the price for the preliminary title insurance commitment, with an understanding an update will be required
3. In Attachment 2 - Quote Submittal Worksheet - page 3 it states that NRCS will be awarding a single BPA to a contractor for this work. A BPA is an ordering agreement used for high volume calls and where multiple suppliers can provide the services. If a contractor is assigned a call order they can refuse it if they can't fit the work into their schedule. The government then moves to the next supplier for the services. It allows for price adjustments after the first 12 months of the BPA. It allows for the ability for the contractor to end the BPA at any point in time with 30 days written notice.
a. Is the government going to make one award or multiple awards for these services?
One.
b. Will a contractor be able to refuse a call order?
Yes
c. Will a contractor be able to adjust their prices after the first 12 months if a price adjustment is needed?
No.
d. Why is the contractor being asked to bid five (5) separate years as Firm Fixed Prices under a BPA?
To allow for price adjustment
e. Will a contractor be able to terminate the BPA at any point with 30 days written notice to the government?
Yes
f. Where in the solicitation are the standard BPA clauses that would appear in a BPA contracting vehicle?
They can be found in the Combined Synopsis on pages 2 through 9
