About this opportunity
The United States Department of Agriculture's Natural Resources Conservation Service (USDA NRCS) is seeking title abstract search and settlement/closing services for conservation easement acquisitions in Iowa. The solicitation requires a contractor to provide comprehensive title-related services including initial title searches, title commitments, post-survey updates, final title policies, and closing services for various easement programs such as ACEP-WRE, WRP, EWPP-FPE, RCPP, and HFRP. Contractors must be licensed to engage in title insurance business in Iowa, maintain current knowledge of state real estate laws, and deliver specific services within strict timelines: initial title search within 21 business days, updated title commitments within 14 business days, and closing services within 30 calendar days of receiving federal funds. The evaluation will use a tradeoff method that prioritizes technical capability and past performance over price, with quotes due by January 24, 2025, at 12:00 Noon Eastern Time. Potential bidders must submit technical narratives and price quotes electronically to crystal.baird@usda.gov.
The contract is 100% set aside for small businesses under NAICS code 541191 with a size standard of $19.5 million. The period of performance spans five years, from February 1, 2025, through January 31, 2030, with five one-year ordering periods. The place of performance is Ackley, Iowa, and the solicitation (12FPC425Q0016) will result in a single-award firm-fixed-price blanket purchase agreement. While specific award values are not explicitly stated, the pricing structure includes line items for preliminary title commitments, additional parcel searches, updated title commitments, final title policies, closing services, recording fees, and ALTA closing protection letters. Contractors must maintain active SAM registration, provide liability insurance coverage equal to federal easement funds, and use the Invoice Processing Platform (IPP) for electronic invoice submissions. The government will evaluate quotes based on technical capability, past performance, and price, with technical factors being more important than cost considerations.
