About this opportunity
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is soliciting proposals for title abstract search and settlement/closing services in Georgia. The agency requires comprehensive title services including initial title searches, title commitments, post-survey updates, final title policies, and closing services for conservation easement acquisitions across multiple programs like ACEP-WRE, WRP, EWPP-FPE, RCPP, and HFRP. The government will evaluate quotes using a best value tradeoff method, with technical capability and past performance weighted more heavily than price. Interested vendors must submit two-part quotes consisting of a technical narrative and price quote by 12:00 Noon Eastern Time on January 21, 2025, with questions due by January 3, 2025. The technical evaluation will assess factors including state licensing, service approach, subcontracting plans, electronic filing capabilities, escrow services, and past performance validated through three completed questionnaires.
The solicitation is set aside exclusively for small businesses under NAICS code 541191 with a $19.5 million size standard. There is no incumbent contractor for this requirement, and the government estimates 8-10 title requests annually depending on program funding. The period of performance spans five years from February 1, 2025, through January 31, 2030, with pricing broken down into five distinct ordering periods. The place of performance is Abbeville, Georgia, with work to be completed at the contractor's facilities during normal business hours. The government intends to issue a single-award, firm-fixed-price blanket purchase agreement, and the contractor must be licensed to conduct title insurance business in Georgia, maintain current knowledge of state real estate laws, and comply with strict confidentiality requirements.
