About this opportunity

The Naval Facilities Engineering Command (NAVFAC) Marianas is conducting a Sources Sought Notice to identify potential contractors for Tire and Wood Collection and Disposal Services across various U.S. military activities in Guam. The procurement seeks a contractor capable of providing comprehensive material collection and disposal services, with the contractor responsible for furnishing labor, management, supervision, tools, materials, equipment, and transportation. This is a market research initiative to determine if responsible sources exist and assess the potential for a competitive small business procurement under NAICS code 562111 for Solid Waste Disposal. Interested firms must submit a five-page capabilities statement and a detailed questionnaire by February 6, 2025, at 11:00 AM Guam Time, with all documentation to be emailed to specific Navy contacts. The government emphasizes that this notice is not a formal solicitation and responses will not constitute binding offers.

The opportunity is specifically set aside for HUBZone certified businesses and will result in a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a complex performance timeline. The contract structure includes a three-year base period consisting of three one-year ordering periods, followed by a three-year option period with similar ordering periods, and an additional two-year option period with two one-year ordering periods and a final six-month option. Only the base period will offer a minimum contract guarantee, and the full solicitation will be posted on the System of Award Management (SAM) website. While specific award values are not disclosed, the comprehensive nature of the services and multi-year contract structure suggests a potentially significant procurement opportunity for qualified HUBZone small businesses with experience in waste collection and disposal services, particularly those familiar with Maximo software and government contract management.
