About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base, Massachusetts has issued a Special Notice announcing its intent to award a sole source contract to ACTION TARGET for procurement of action target walls to update an existing firing range wall system. This Notice of Contract Action (NOCA) pertains to a specialized 7-lane firing range system for the 66th Security Forces Squadron, with an estimated contract value of $93,850. The procurement falls under NAICS code 339999 (All Other Miscellaneous Manufacturing) and will be conducted under FAR 6.302-1 sole source authority. The Air Force emphasizes this is not a formal Request for Proposal or Invitation for Bid, but rather an informational notice of their contracting intentions. The agency has identified ACTION TARGET as the sole viable vendor due to their previous installation of the current system at Hanscom AFB and their unique GSA contract positioning.

The primary objective of this procurement is to maintain critical weapons qualification and firing capabilities for Air Force personnel through the acquisition of ballistic-rated shooting stalls capable of containing 5.56mm and 9mm frangible ammunition. Key requirements include ballistic glass walls for instructor monitoring, target controller mounting capabilities, and swing-out vertical and horizontal barricades that must comply with UL 752 and EN1063 ballistic standards. Interested parties may submit unclassified responses via email to designated contracting officers Daniel ONeill and Eva Leavitt no later than July 7, 2025 at 1400 EST, though responses will be treated as informational only. The Air Force conducted market research including internet searches, SAM.gov, and direct vendor outreach, with only one alternative vendor declining to provide services. A mandatory site visit is scheduled for June 19, 2025, and the contract performance period is expected to be 90-180 days after award with a three-year warranty requirement on all products.
