About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking a contractor to provide and install seven new shooting stalls for the 66th Security Forces Squadron. The procurement involves completely replacing existing shooting range infrastructure with advanced shooting stalls that meet specific technical requirements, including ballistic-rated glass panels compliant with UL 752 standards, LED lighting with dimming capabilities, folding tables, and vertical barricades. Contractor qualifications are stringent, requiring manufacturers to have a minimum of 10 years of documented experience in similar product manufacturing and installers with at least five years of experience in comparable project implementations. The pre-solicitation notice indicates a due date of May 28, 2025, suggesting potential contractors should carefully review the detailed specifications and prepare comprehensive proposals that demonstrate technical capability and compliance with all specified requirements. Evaluation criteria will likely focus on technical acceptability, manufacturer qualifications, and the ability to meet precise equipment and installation specifications.

The contract opportunity is not designated with a specific set-aside classification, indicating it is open to all qualified vendors. The total project scope requires the complete removal of existing shooting stalls and installation of new equipment within a 90-180 day delivery window, with specific delivery instructions for Monday through Friday between 0730-1630 hours at 130 Eglin St., Building 1725 at Hanscom AFB. The manufacturer must provide a three-year warranty covering both parts and labor, and the stalls must support shooting with 5.56mm and 9mm frangible ammunition. While the exact contract value is not specified, the detailed technical requirements and comprehensive scope suggest a significant investment in upgrading the facility's shooting range infrastructure. The project falls under the NAICS category 339999 for All Other Miscellaneous Manufacturing, which provides a broad classification for potential bidders specializing in specialized equipment manufacturing and installation.
