About this opportunity
NASA Shared Services Center (NSSC) is issuing a Special Notice announcing its intent to award a sole source contract to Thorlabs, Inc. for Thorlabs Fiber SCALPSS 2 custom fiber-optic assemblies, with capability statements due by 7:00 a.m. Central Standard Time on November 2, 2026. No set-aside is used. The requirement is stated as available only from Thorlabs, and the Government retains discretion to award sole source or initiate full and open competition based on the capability statements received. Only capability statements are requested; quotes will not be considered at this stage, and oral communications are not acceptable. Submit written capability statements to Shanna L. Patterson, Procurement Specialist, at Shanna.L.Patterson@nasa.gov.
The procurement covers 60 units under FAR Part 12 commercial item procedures: 20 units at 5 meters and 40 units at 1 meter, each with 20 cm tolerance, built to FFH05026 fiber with a hermetically sealed stainless-steel microtube jacket (FT052SSB-SABR), hermetic SMA connectors on both ends, and vacuum-compatible epoxies equivalent to MFV1L1. Assemblies must be manufactured in the USA and delivered with a certificate of conformance. Delivery runs 22 weeks after receipt of order, with the first 5 units in 10 weeks and 5 units per week thereafter. Units are custom and non-cancelable once ordered. Delivery is to NASA Langley Research Center, Mail Stop 061, Hampton, VA 23681-2199. The estimated period of performance is October 30, 2026 through March 30, 2027. NAICS 334516 and PSC 5999 apply, and NFS clause 1852.215-84 (Ombudsman) applies.
The sole source justification states that market research found no other vendor able to meet the 22-week lead time and the vacuum, radiation tolerance, and reliability requirements, and that an alternative vendor would add 2 to 3 months of delay, jeopardizing Permanent Shadow Index data capture during lunar descent for Artemis lander certification.
