About this opportunity

The Indian Health Service (IHS) Phoenix Area Office has issued a Special Notice of Intent to Sole Source for the relocation, reinstallation, and validation of proprietary QuidelOrtho VITROS XT3400 and XT7600 chemistry analyzers at the Hopi Health Care Center in Polacca, Arizona. This sole source procurement is being conducted under FAR 6.3021 authority for Only One Responsible Source and FAR 6.3022 for Unusual and Compelling Urgency. The contract is specifically intended for QuidelOrtho Sales Company, LLC, as the Original Equipment Manufacturer, with an anticipated performance period of October 1-31, 2025. The analyzers must be relocated from the current laboratory to a temporary modular laboratory during facility renovations and then returned to the permanent laboratory space once construction is complete. This procurement falls under NAICS Code 811210 for Electronic and Precision Equipment Repair and Maintenance.

The purpose of this sole source award is driven by imminent CLIA certification renewal requirements in November 2025 and the critical need to maintain the integrated FDA-approved platform systems. Only the OEM and its authorized service representatives are qualified to perform this specialized work, as relocation by any other source would void warranties, risk analyzer operability, and jeopardize the health center's CLIA certification renewal. Interested parties may submit capability statements by September 29, 2025, at 2:00 PM PDT to Ashley.Velasquez@ihs.gov, referencing notice number PHX-SS-25-025. While this is not a request for competitive proposals, the government reserves the right to determine whether to conduct a competitive procurement based on responses received. The relocation services are explicitly excluded from QuidelOrtho's existing Federal Supply Schedule Contract, requiring separate direct procurement from the OEM to ensure compliance with CLIA/CAP accreditation requirements.

Notice text

INTENT TO SOLE SOURCE

The Indian Health Service (IHS), Phoenix Area Office, intends to award a sole source contract under the authority of FAR 6.302‑1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by HHSAR 306.302‑1 and consistent with IHM acquisition policies. This action is further supported by FAR 6.302‑2, Unusual and Compelling Urgency, due to imminent CLIA certification renewal requirements in November 2025.

This requirement is for the relocation, reinstallation, and validation of proprietary QuidelOrtho VITROS XT3400 and XT7600 chemistry analyzers at the Hopi Health Care Center (HHCC), Polacca, Arizona. Only the Original Equipment Manufacturer (OEM), QuidelOrtho Sales Company, LLC, and its authorized service representatives are qualified to perform this work. The systems and reagents are FDA‑approved to operate as an integrated platform, and CLIA/CAP accreditation requires OEM validation after relocation. Per QuidelOrtho’s Federal Supply Schedule Contract V797D‑60637, relocation services are explicitly excluded from covered obligations, requiring separate procurement directly from the OEM.
