About this opportunity
The Department of Agriculture Agricultural Research Service is issuing a notice of intent to sole source the repair of a Perkin Elmer ICP-OES Avio 500 instrument with serial number 081S1808172. The procurement involves repair services that may include replacement of a torch pneumatic board or other unquoted parts, with the understanding that different components may be identified as faulty once the technician is on-site. The contractor must use only OEM parts and ensure the unit operates within OEM specifications upon completion of repairs. Only factory-trained and currently certified Perkin Elmer Avio 500 service providers are eligible to perform this work, and the technician must possess complete working knowledge of the Avio 500 and its software. Potential sources who believe they can provide these services must submit substantiating documentation in writing by September 29, 2025, with oral communications not being acceptable.
This procurement carries no set-aside designation and will be processed under FAR Part 12 for commercial items and FAR Part 13 simplified acquisition procedures. No specific incumbent contractor is identified in the notice, though the requirement for factory certification effectively limits the pool to authorized Perkin Elmer service providers. The initial scope includes 4 hours of labor time plus a base service charge that covers 6 hours of travel and labor, with the round-trip distance from the OEM hub being 6 hours. The contractor will perform repairs independently without government supervision, conducting the work in steps to evaluate the effectiveness of each replacement part before proceeding. No specific contract value or budget range is provided in the notice, and the timeline for service completion is not specified beyond the requirement for certified technician availability.
