About this opportunity

The United States Department of Agriculture/Forest Service (USDA/FS) has issued a Special Notice of Intent to Award a Sole-Source Contract to Compass Minerals for the supply of aerial Long-Term Fire Retardant (LTFR) product. The notice pertains to a non-commercial, requirements contract for an Operation Field Evaluation (OFE) of a conditionally qualified aerial LTFR product called Qela. The procurement will be conducted through the Procurement and Property Services, Incident Procurement Operations, Logistics Contracting Branch. The contract's statutory authority is based on 41 U.S.C. 3304(a)(1), which allows for a sole-source procurement when only one responsible source can satisfy agency requirements. The solicitation is specifically focused on obtaining a conditionally/interim qualified aerial LTFR product that meets USDA Forest Service Specification 5100-304d.

Interested contractors must meet specific eligibility criteria, including having a conditionally/interim qualified aerial LTFR product listed on the Qualified Products List (QPL). The primary objective is to conduct an operational field evaluation of the LTFR product during wildland firefighting efforts, with an estimated contract value of $13 million for approximately 900,000 gallons of product. Contractors have 15 calendar days from the notice's publication to submit capability statements, proposals, or quotations to the government's primary point of contact. The evaluation period for the contract is scheduled from April 1, 2025, to October 31, 2025, with initial testing requiring 200,000 gallons and an additional 700,000 gallons for co-mingling evaluations. While multiple contractors are working through the qualification process, none are expected to achieve full qualification within the next 12 months. The Forest Service will determine fair and reasonable pricing through cost analysis techniques, and the government retains sole discretion in determining whether to open the requirement to competition based on received responses.
