About this opportunity

The U.S. Coast Guard Training Center Petaluma is procuring non-standard broadband fiber internet service through a sole-source acquisition under simplified acquisition procedures (FAR 13.106-1(b)(1)). The primary objective is to provide a dedicated fiber internet connection with a minimum bandwidth of 300 Mbps to support the Wastewater Treatment Plant's SCADA system, enabling critical remote monitoring and control of wastewater processes. The government has determined that AT&T Enterprises, LLC is the only viable source capable of meeting these requirements due to geographical limitations and AT&T's exclusive ownership of existing fiber optic infrastructure in the area. Evaluation will be conducted using a Lowest Priced Technically Acceptable (LPTA) methodology, with technical capability evaluated on a pass/fail basis and price as the primary discriminator. Capability statements must be submitted by January 9, 2026 at 10:00 AM PST to Amanda.L.Distasio2@uscg.mil, with an anticipated award date of 10 days following the closing date.

This procurement is set aside for small business concerns under the 8(a) program, with NAICS code 517410 (Satellite Telecommunications) and a $44 million small business size standard. AT&T Enterprises, LLC is identified as the intended sole-source awardee. The contract base period runs from January 1, 2026 through September 30, 2026, with four additional one-year option periods extending through September 30, 2030. While no specific award value is disclosed in the notice, market research has been conducted to establish fair and reasonable pricing. Performance will take place at the Wastewater Treatment Plant located at 599 Tomales Road, Petaluma, California, with contractor staff expected to work primarily between 0700-1600 PST Monday through Friday, with potential after-hours availability requirements for alarm response.
