About this opportunity

The United States Trade and Development Agency seeks a third-party technical reviewer to assess deliverables from up to six USTDA-funded transportation infrastructure projects in Pacific Island countries, with proposals due September 18, 2026, at 1:00 PM Arlington, Virginia time. This is a total small business set-aside under NAICS 541690, limiting competition to entities meeting SBA's size standards.

Place of performance is Arlington, VA, with up to three trips required to Pacific Island countries, each not exceeding five working days. The contractor must conduct technical reviews of work products for completeness and compliance with project Terms of Reference across airport and port development, operational analysis, economic and financial analysis, regulatory and legal analysis, and development impact analysis. Minimum qualification is at least 15 years of experience managing and assessing transportation projects, which may be satisfied through proposed key personnel. All contractor and U.S. subcontractor employees must be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence. Award is limited to U.S. firms or U.S. individuals.

The contract period is 12 months with one 12-month option period, for a maximum of 24 months. The estimated contract value is $19 million. Travel costs, including airfare, lodging, meals, incidental expenses, ground transportation, Defense Base Act insurance, and medical evacuation insurance, are included in the overall contract value with constraints on the amount per trip. Each of the six potential activities (CLINs) is a complete fixed-price activity with payment only for work completed and no guaranteed minimum.

Evaluation criteria are technical merit (sector expertise, transportation project expertise, and professional experience), past performance on similar contracts within the last three years, and price. The Government reserves the right to award without discussions based on initial proposals. All offerors must be registered and maintain active status in SAM.gov. Amendment 00001 posted questions and responses in attachments. A Non-Disclosure Agreement is mandatory upon award.
