About this file
This document is Amendment 00001 to a federal solicitation for Third-Party Technical Review of Port and Aviation Assistance Activities in the Pacific Islands (Solicitation No. 1131PL26R0059).
The United States Trade and Development Agency (USTDA) seeks a contractor to provide third-party technical review services for up to six USTDA-funded port and aviation assistance activities in the Pacific Islands. The contract has a 24-month period of performance and is a small business set-aside under NAICS Code 541690. The contractor will review technical deliverables, provide task reports, and conduct minimal advisory services outside of formal reviews. Current projects under consideration include aviation projects in the Marshall Islands and Palau and port projects in the Marshall Islands and Fiji. Key requirements include direct interaction with activity contractors on a case-by-case basis (primarily through email), use of SharePoint and Microsoft Office at minimum, and up to three trips to Pacific Island countries, with all travel costs (airfare, lodging, meals, incidental expenses, ground transportation, Defense Base Act insurance, and medical evacuation insurance) not to exceed a specified amount. The nine-business-day review period begins upon receipt of each individual work product deliverable. The contractor must have at least 15 years of relevant experience, which may be satisfied through proposed key personnel. Each of the six potential activities (CLINs) represents a complete fixed-price activity with no maximum number of resubmissions required. The contract will be fully funded for the entire period, with activities assigned based on availability and payment only for work completed with no guaranteed minimum.

CONTINUATION PAGE FROM SF 30 BLOCK 14:
QUESTIONS AND RESPONSES (BOLD)
1. Third-Party Reviewer Communications with Activity Contractors: Please clarify whether the Third-Party Technical Review Contractor is expected to communicate directly with the U.S. Contractors performing the underlying USTDA-funded activities to discuss technical comments, deficiencies, clarifications, or revised deliverables, or whether such communications are expected to be conducted only through the USTDA COR. If direct interaction is anticipated, please clarify the expected nature and approximate frequency of such interactions (e.g., technical meetings, comment-resolution discussions, or other coordination).
Response: While most communication will be conducted through the COR, direct interaction may be needed on a case-by-case basis. Frequency would be minimal and would likely be conducted through email communication.
2. Can you provide workload data or historical project volume to help estimate resource requirements and staffing levels?
Response: Activities will be assigned based on availability. Resource requirements and staffing levels will be determined based on activity assignment.
3. What is the facility clearance requirement for the firm?
Response: None required.
4. What is the clearance requirements for the personnel?
Response: None.
5. Will it need (continuous) full time efforts through out the period of the contract ?
Response: No.
6. Could you please confirm the estimated contract value or ceiling associated with Solicitation No. 1131PL26R0059.
Response: No.
7. How many labor hours are anticipated per year for this effort?
Response: Labor hours will depend on the availability of activities to be assigned.
8. Are there any specific labor categories (LCATS) required for this contract? If so, could you please share the list of the specific LCATS along with qualification requirements.
Response: No.
9. Could Government please share a pricing template with LCATS and labor hours, so that all contractors can use one standard template?
Response: No.
10. Will this contract be fully funded for the entire contract period? Or Will funding be subject to political gridlock?
Response: Fully Funded
11. Can relevant college or professional degrees in transportation/infrastructure be accepted in lieu of direct years of experience for proposed personnel?
Response: No.
12. What is the required technical stack, tools, or platforms to be used for this project? What are the key technical skills required for this project ? (e.g. SharePoint, Microsoft Office, SalesForce).
Response: The firm will be expected to use SharePoint and Microsoft Office at minimum. Other technical platforms may be used on a case-by-case basis.
13. For each of CLINs 0001 through 0006, does the fixed price cover the complete activity— including every original milestone package, Task Report, revision, resubmission review, meeting, and related advisory service—or does each CLIN represent only one deliverable review and Task Report?
Response: Each CLIN represents a complete activity.
14. Please provide the anticipated number, approximate length, subject area, and expected delivery schedule of the milestone deliverable packages associated with each of the six potential activities.
Response: Activities will be assigned based on availability. Each activity will vary in approximate length and subject area.
15. Is there a maximum number of resubmitted deliverables or follow-up reviews that must be included within each fixed-price CLIN?
Response: No.
16. Please clarify the anticipated level of effort for monthly coordination meetings, technical consultations, stakeholder discussions, and other advisory services not directly associated with a Task Report.
Response: Level of effort outside of Task Reports is expected to be minimal.
17. Does USTDA anticipate assigning all six activities during the base period, or will some activities or deliverables be assigned during the option period?
Please See Response to Question #15.
18. Are the three potential trips to Pacific Island Countries the maximum over the entire potential 24-month period of performance or the maximum during each 12-month period?
Response: Correction
D.1.13. PERIOD OF PERFORMANCE:
The period of performance for this contract shall be twenty-four (24) months from the date of the Contracting Officer's signature on the contract.
19. Should the travel not-to-exceed amount include airfare, lodging, meals and incidental expenses, ground transportation, Defense Base Act insurance, and medical evacuation insurance?
Response: Yes.
20. Does the nine-business-day review period begin only after the Contractor receives the complete deliverable package, applicable Terms of Reference, contract, budget, prior review comments, and all supporting technical information?
Response: The nine-business-day review begins following receipt of each individual work product deliverable. The Contractor will receive the applicable Terms of Reference, contract, budget, prior review comments, and all supporting technical information when the activity is initially assigned for review.
21. Section E states that the Offeror must have at least 15 years of relevant experience.
May this requirement be satisfied through the experience of the Offeror’s proposed key personnel, or must the prime contracting entity itself have performed such work for at least 15 years?
Response: Yes.
23. Factor 2 states that past performance refers to the proposed prime contractor. Will USTDA also evaluate relevant subcontractor or key-personnel past performance when the prime contractor does not possess three recent contracts of comparable size, scope, and complexity?
Response: Yes.
24. Please confirm whether Section D.1.15 restricts the Contractor only from future USTDA-funded implementation or follow-on activities arising directly from the specific projects reviewed under this contract. Does the restriction apply to unrelated USTDA-funded transportation activities in the same country or elsewhere in the Pacific Islands? When does USTDA consider an activity to be “resulting from this contract”?
Response: The Contractor is restricted only from future USTDA-funded implementation or follow-on activities arising directly from the specific projects reviewed under this contract.
25. Can USTDA identify the countries and general aviation or port subject areas currently anticipated under the contract without disclosing procurement-sensitive information?
Response: Current projects under consideration include aviation projects in the Marshall Islands and Palau and ports projects in the Marshall Islands and Fiji.
26. Because the PWS states that the Contractor will review “up to six” activities, is the Government committing to assign all six activities? If fewer than six are assigned, will the Contractor be paid only for activities actually assigned and accepted, and is there any minimum guaranteed quantity or contract value?
Response: Activities will be assigned based on availability. Contractors will only be paid for work completed, there is no guaranteed minimum.
27. The SF 1449 does not provide separate base-period and option-period CLINs. Please clarify how offerors should price the 12-month option period and whether option-period pricing will be included in the total evaluated price.
Response: Correction
