About this opportunity
The U.S. Army Materiel Command Contracting Command at Redstone Arsenal has published a sole source special notice for ThingWorx Framework Support Renewal services. This notice announces the Army's intent to award a contract to QTech Solutions, Inc. (with TriStar identified as the only capable source) for two specific software frameworks: the Windchill Integration Framework for ThingWorx (Enterprise) and the PDF Framework for ThingWorx (Enterprise) Support. The requirement supports the DEVCOM Aviation and Missile Center's Product Lifecycle Management (PLM) system, which provides engineering data management for various research and development efforts. The notice was posted on August 22, 2025, and is classified under the Software Publishers NAICS code 513210.
The primary objective is to maintain continuity of the Technical Data Management Division's PLM system that delivers center-wide engineering data management support for R&D activities. Interested contractors have until August 26, 2025, to submit responses, though the government emphasizes this is not a request for competitive quotes and phone calls will not be accepted. The justification documents indicate extensive market research was conducted through CHESS Vehicle ITES-SW2 and GSA solicitations with no alternative vendors identified. The anticipated contract period runs from October 1, 2025, through May 31, 2026, with award expected by September 30, 2025, using Research, Development, Test & Evaluation funds. Historical contract values show an increasing cost trajectory from $71,500 in 2022 to $91,000 in 2024, and the government emphasizes that without these specific software tools, customer requirements for technical documentation review and collaboration cannot be supported without significant delays.
