About this file
This is a Justification Review Document for Other than Full and Open Competition for the U.S. Army Futures Command, Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center. The document seeks to award a firm-fixed-price contract to TriStar for two software frameworks: Windchill Integration Framework for ThingWorx (Enterprise) and PDF Framework for ThingWorx (Enterprise) Support. The anticipated contract period is from 1 October 2025 to 31 May 2026, with an award projected for 30 September 2025 using Research, Development, Test & Evaluation funds.
Extensive market research was conducted, including a Request for Information through CHESS Vehicle ITES-SW2 and GSA solicitations, with no alternative vendors found. The software is critical for the Technical Data Management Division's Product Lifecycle Management system, providing engineering data management support for R&D efforts. Previous contracts with TriStar show an increasing cost trajectory: $71,500 in September 2022, $89,000 in September 2023, and $91,000 in August 2024. The justification emphasizes that without these specific software tools, the government will be unable to support customer requirements for technical documentation review, analysis, and collaboration without significant increases in lead time.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command-Redstone, (CCAM-MZB-B, Modernization Directorate), Redstone Arsenal, AL 35898-5000.
2. Description of Action: The Technical Data Management Division (TDMD), Systems Readiness Directorate (SRD), U.S. Army Futures Command (AFC), Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center (AvMC) requests approval to award a new firm-fixed-price contract for a one-year period of performance with TriStar, . The Government projects award for 30 Sep 2025 utilizing Research, Development, Test & Evaluation funds.
3. Description of Supplies/Services: The TDMD has an ongoing requirement to support the DEVCOM AvMC Product Lifecycle Management (PLM) system that provides center-wide engineering data management support for various R&D efforts. The resources being requested will allow for content management and provide guidance design to maximize the value of our products and data. If this is not procured, the Government will no longer be able to support customer requirements as it pertains to the review, analysis, and collaboration-related technical documentation without significant rise in lead-time.
QTY DESCRIPTION
1 Windchill Integration Framework for ThingWorx (Enterprise)
1 PDF Framework for ThingWorx (Enterprise) Support
The anticipated delivery or period of performance will be 1 October 2025 – 31 May 2026.
Total Value:
4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: TriStar’s framework software provides users with industry leading tools to create technical content that can be reused across all channels of product and technical documentation. TriStar is the only provider of this software tool that supports the DEVCOM AvMC/AMCOM tech loop process. No other company can provide the same tool with the same capabilities that works with existing software and
DEVCOM AvMC/AMCOM processes. If these products are not procured, the Government will no longer be able to support customer requirements as it pertains to the review, analysis, and collaboration related technical documentation without significant rise in lead-time.
6. Efforts to Obtain Competition: Extensive market research was conducted, and no other company was found which could meet the Government requirement. Further competition is not anticipated as the software appears to only be available through the manufacturer. Notices required by FAR 5.202 shall be published as required.
7. Actions to Increase Competition: This action was published as a request for quote on CHESS with no bids received. GSA Advantage was also checked for available competition. Additional requests for quote solicitations are welcome, and any quote received for this product will be reviewed for consideration.
8. Market Research: In June 2025, market research was conducted to identify software solutions that could match the capabilities of the TriStar Windchill and PDF ThingWorx frameworks. One alternative, SF Extensions for Navigate, developed by Software Factory (Munich, Germany), was evaluated. While SF Extensions initially appeared to offer similar functionality, further assessment revealed that it was not a viable alternative. No solution provided a perfect one-to-one match with the required functionality. SF Extensions, being proprietary, could not be customized by SRD developers, and its codebase was incompatible with our current environment for reuse.
Therefore, the TriStar (formerly New Vision) Framework software remains the only identified solution that meets both the functional and technical requirements necessary for ongoing operations. Enterprise License Agreements (ELA) and Enterprise Software Initiatives (ESI) were reviewed with no findings. A Request for Information (RFI) #534795 was submitted through CHESS Vehicle ITES-SW2 (28 vendors) on 6 June 2025 with all negative responses. Statement of Non-Availability Request No:216817392 received 16 June 2025. GSA RFQ1763418 was submitted to 9 vendors in June 2025, also with no response.
9. Interested Sources: To date, no other sources have written to express interest. The notices required by FAR 5.201 shall be published and any proposals received shall receive due consideration in accordance with regulatory guidelines.
