About this opportunity
Naval Sea Systems Command seeks upgrades to six Thermo-Calc Software material databases, with quotations due July 16. This is a Total Small Business sole source procurement using Simplified Acquisition Procedures under FAR Part 12; no written solicitation will be issued.
Place of performance is Westlake, Maryland. The requirement covers six specific database upgrades: TCTI7 (Titanium and TiAl-based alloys, Version 7), TCOX15 (Metal oxide solutions, Version 15), TCAL10 (Al-based alloys, Version 10), TCFE15 (Steel/Fe-alloys, Version 15), TCHEA8 (High entropy alloys, Version 8), and TCNI13 (Ni-based superalloys, Version 13). All databases must remain compatible with the existing Thermo-Calc Software suite at Naval Surface Warfare Center Carderock Division (NSWCCD). The contracting officer approved sole source restriction on July 9, 2026, citing Thermo-Calc Software's proprietary control over the databases and incompatibility of alternatives with the current software environment; transitioning to competing products would require restarting research efforts and is cost-prohibitive.
The contractor must complete digital download of the software license with upgraded databases within 15 days of contract award. The procurement supports research and development in welding, processing, nondestructive evaluation, and material-based modeling for the ONR-sponsored Agile ICME Toolkit program and Navy program offices PMS 397, PMS 450, PMS 351, and PMS 378/9. NAICS code is 513210 (Software Publishers); PSC is 7A21 (IT and Telecom – Business Application Software, Perpetual License Software). Contact: Michael Brodie, michael.s.brodie7.civ@navy.mil.
