MINIMUM SPECIFICATIONS—THERMO-CALC MATERIAL DATABASE UPGRADES

This document is a minimum specifications statement for Thermo-Calc Material Database Upgrades required by the Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611. NSWCCD Code 611, which performs research and development in welding, processing, nondestructive evaluation, and allied processing techniques, requires upgrades to six previously purchased Thermo-Calc Software material databases to maintain capabilities developed under the ONR-sponsored Agile ICME Toolkit program. These upgrades will support novel material development, process optimization, and material-based modeling efforts for the Maritime Industrial Base and multiple Navy program offices (PMS 397, PMS 450, PMS 351, and PMS 378/9).

The contractor shall provide upgraded versions of six specific material databases: TCTI7 (Titanium and TiAl-based alloys, Version 7), TCOX15 (Metal oxide solutions, Version 15), TCAL10 (Al-based alloys, Version 10), TCFE15 (Steel/Fe-alloys, Version 15), TCHEA8 (High entropy alloys, Version 8), and TCNI13 (Ni-based superalloys, Version 13). All databases must be compatible with the Thermo-Calc Software suite already in use at NSWCCD. The contractor shall complete digital download of the software license with upgraded databases within 15 days of contract award, coordinated by the NSWCCD Code 611 Technical Point of Contact. The Government Technical Point of Contact will be designated at award.

MINIMUM SPECIFICATIONS-Thermo-Calc Material Database Upgrades

1.0 BACKGROUND AND OBJECTIVES:

NSWCCD Code 611 performs research and development in the areas of welding, processing, non-destructive evaluation, and other allied processing techniques. Code 611 also provides engineering and technical support to NAVSEA technical warrant holders, various program offices, and other Department of Defense (DoD) organizations. NSWCCD Code 611 has purchased Thermo-Calc Software tools to support novel material development and process optimization of existing materials for the Maritime Industrial Base (MIB) and various program offices PMS 397, PMS 450, PMS 351 and PMS 378/9. A previous ONR sponsored program, Agile ICME Toolkit program, enabled NSWCCD code 611 to develop the frameworks necessary to accelerate material and process maturation through simulation tools including Thermo-Calc software. NSWCCD Code 611 needs to upgrade the versions of some of these previously acquired materials databases to their most recent versions in order to maintain Agile ICME Toolkit program software capabilities and U.S. Navy material-based modeling efforts. These six databases (TCTI7, TCOX15, TCAL10, TCFE15, TCHEA 8, TCNI 13) are needed for advanced material and process analysis and can insert directly into the Thermo-Calc Software suite already in use at NSWCCD.

2.0 MINIMUM REQUIREMENTS:

The contractor shall provide four required components for the material database version upgrade for the Thermo-Calc Software suite:

• TCTI7 - TCS Titanium and TiAl-based alloys database (Vers. 7)

• TCOX15 - TCS Metal oxide solutions database (Vers. 15)

• TCAL10- TCS Al-based alloy database (Vers. 10)

• TCFE15- TCS Steel/Fe-alloys database (Vers. 15)

• TCHEA 8- TCS High entropy alloys database (Vers. 8)

• TCNI 13- TCS Ni-based superalloy database (Vers. 13)

3.0 PERFORMANCE AND DELIVERY:

The contractor shall complete digital download of the software license to include upgraded versions of the material databases within 15 days of the contract award. The download will be coordinated by the NSWCCD C/611 TPOC with the awardee.
