About this opportunity

The Department of the Navy Naval Air Systems Command has issued a Special Notice announcing its intent to award a sole source purchase order for the modification and installation of a Thermo-Scientific Aviator's Breathing Oxygen (ABO) system. The procurement will be conducted through the Commander, Fleet Readiness Centers Procurement Group at Patuxent River, Maryland, on behalf of Fleet Readiness Center Southeast in Jacksonville, Florida. The intended sole source contractor is Thermo Electron North America LLC, located in West Palm Beach, Florida. This notice was posted on September 11, 2025, and explicitly states that it is not a request for competitive quotes. The contract will be structured as a firm fixed price purchase order under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing.

The sole source justification is based on the proprietary nature of the software and hardware integration within Thermo-Scientific's spectrometer systems, which requires specialized access to OEM-specific software that third-party vendors cannot service. The objective is to modify and install the ABO system at Naval Air Station Jacksonville, Florida, with an anticipated start date of 30 days after contract award. While this is a sole source procurement, responsible sources may submit capability statements within five calendar days of the notice publication date of September 16, 2025. These capability statements will be considered solely to determine whether a competitive procurement should be conducted instead. The government reserves the right to proceed with the sole source award regardless of any capability statements received, emphasizing that only Thermo Electron North America LLC possesses the necessary proprietary knowledge and authorization to perform the required services without compromising system integrity.
