About this opportunity
The Defense Information Systems Agency (DISA) is soliciting offers for SampleManager software support renewal services through Request for Quotation HC102826R0013. The procurement covers software support services including product updates, upgrades, new releases, fixes, and patches for previously integrated proprietary commercial off-the-shelf software within existing mission partner infrastructure. This is a sole source renewal procurement limited to the original equipment manufacturer or authorized resellers only, as alternative products cannot seamlessly integrate without significant system modifications. The government will evaluate offers using a technically acceptable price reasonable methodology, with evaluation factors including verification of the offeror's status as the original equipment manufacturer or authorized reseller, completion of all pricing and regulatory representations, satisfaction of the entire requirement, and valid System for Award Management registration. Offers are due by 11:00 AM Eastern Time on February 17, 2026, and should be submitted via email to alexis.n.corley.civ@mail.mil.
The solicitation is designated as a set-aside for women-owned small businesses (WOSB) under NAICS code 513210 with a small business size standard of $47 million. The incumbent contractor is Thermo LabSystems, Inc., and the five-year Class Justification and Approval (J&A26-010) covers the period from January 1, 2026 through December 31, 2030, with estimated costs based on actual usage from the predecessor period. The requirement consists of three contract line items for the one-year performance period of February 28, 2026 through February 27, 2027: CLIN 0001 for 45 concurrent user licenses, CLIN 0002 for 100 concurrent user licenses, and CLIN 0003 for one SQC instance license, all on a fixed-price basis. Pricing amounts are not pre-filled and must be proposed by offerors, with the contract specialist indicating that price reasonableness will be determined through competitive quotes, historical pricing, and commercial price lists. The place of performance is Norfolk, Virginia, specifically NAVSEA 03D3 DPO (Naval Sea Systems Command Digital Program Office).
