About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking to procure two thermal imaging cameras for the Air Force Institute of Technology (AFIT). The cameras must meet stringent technical specifications, including the ability to measure temperatures from room temperature to 2,000 Celsius with +/- 2 degree accuracy, operate within a 7.5-14 micron spectral range, and provide 640x480 pixel resolution at 50 Hz frame rate (upgradeable to 200 Hz). The solicitation is a combined synopsis/solicitation using Simplified Acquisition Procedures, with the government reserving the right to award without discussion based on the quality of quotations and determination of fair and reasonable pricing. Potential vendors must submit their complete quotations electronically by March 14, 2025, at 4:30 PM EST, with questions accepted until March 4, 2025. The evaluation will prioritize technical acceptability, with technical factors considered more important than price, and requires a comprehensive description of the equipment alongside pricing information.

This procurement is a 100% small business set-aside under NAICS code 334516 with a size standard of 1,000 employees, targeting commercial item manufacturers specializing in analytical laboratory instruments. The contract will be a Firm Fixed Price (FFP) with a 90-calendar day period of performance, delivering the cameras to AFIT/ENY at Wright-Patterson AFB in Ohio. Vendors must be registered in the System for Award Management (SAM), have U.S.-based field service technicians capable of accessing military installations, and provide a NIST verification certificate. The cameras must include Windows 11-compatible software with a perpetual license and come with a one-year warranty. Pricing must remain valid for 60 calendar days, and the total procurement is expected to be a relatively small-scale acquisition focused on precise scientific instrumentation for research purposes.
