The Naval Air Warfare Center, an entity within the Department of the Navy, is seeking to procure a thermal coating application system and associated materials on a sole-source basis in accordance with FAR 6.302-1. The procurement encompasses proprietary thermal protection coating spray application systems, thermal protective spray material (NavCoat), installation services, and technical support for deployment at Crane Army Ammunition Activity, McAlester Army Ammunition Plant, and China Lake, California. The contract will support initial production and refurbishment of Navy General Purpose Bombs, with the objective of increasing weapon performance and longevity in service. While this is a sole-source procurement, any firm believing it can fulfill the requirements may submit a written capability statement by December 4, 2025—fourteen days after publication of this notice. The response must reference solicitation number N6893624R0042 and clearly demonstrate the firm's experience, assets, background, and ability to perform the work while maintaining quality, accuracy, reliability, and schedule compliance. Evaluation will be based on the contractor's demonstrated capability to deliver the specialized thermal protection systems without compromising operational standards.
This procurement involves no set-aside designation and is intended as a sole-source award to Intumescents Associates Group of Houston, Texas. The contract will be structured as a Firm Fixed Price agreement and includes year-two options for future thermal protection material procurement and technical support. No specific award value or budget range is disclosed in this pre-solicitation notice. Both the thermal protection material and spray equipment are proprietary systems developed and owned by commercial entities, which constitutes the basis for the sole-source justification. Interested firms must ensure their entity is properly registered in the System for Award Management (SAM) with an original, signed notarized letter identifying the authorized Entity Administrator before engaging with the contracting office.
