About this opportunity
The Department of the Air Force is seeking to procure an automated software solution for the Theater Air Planning System of Systems Dynamic Mission Replanning (TAP SoS DMR) capability. This procurement aims to develop technology that can monitor battlespace data, assess whether replanning is necessary during air operations execution, and automatically generate optimized Courses of Action to minimize operational disruption and reduce reliance on manual human-to-human coordination. Key requirements include the ability to ingest diverse data sources, operate at security impact level IL6, and follow agile development practices. Prospective contractors must be U.S. citizens and will be expected to comply with Controlled Unclassified Information (CUI) protection protocols and sign a Non-Disclosure Agreement covering Operations Security Information, Controlled Technical Information, and Basic CUI. The Request for Information (RFI) response deadline is June 30, 2025, with an Industry Day scheduled for June 16-17, 2025 at Hanscom Air Force Base, and the formal solicitation is anticipated to close on January 30, 2026.
This pre-solicitation notice includes no specific set-aside designation for small businesses, though information regarding small business opportunities will be discussed during the Industry Day briefing. No current contractors or incumbents are identified in the available documentation. The government has not disclosed specific award values or budget ranges in the pre-solicitation materials; however, the anticipated acquisition strategy indicates potential use of a pre-existing contract vehicle for known requirements, with expectations of a prototype or development effort potentially followed by a production phase. The procurement falls under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences), and the government intends to secure Government Purpose Rights for the developed technology. Interested parties should note the upcoming Industry Day attendance deadline of June 9, 2025, for submission of company information and signed NDAs, with limited attendance capped at two representatives per company.

Update #3 · Latest ·
****UPDATE to Industry****
The Tap SoS DMR acquisition strategy is still evolving. We currently anticipate utilizing a pre-existing contract for the requirements that are known at this time. We’ll be reaching out to industry once we have more information.
**** End of Update****
Modern battlespace in every theater is becoming increasingly complex requiring joint and coalition forces to operate seamlessly across multiple domains – air, land, space, sea, and cyber. Theater Air Planning (TAP) plays a pivotal role in synchronizing air operations with broader military strategies and doctrine to achieve mission success. The planning, execution, and dynamic adaptation of air operations demands the integration of multiple interconnected systems, platforms, technologies, data sources, and processes that, together, form the Theater Air Planning System of Systems (TAP SoS). Current operations manage any changes occurring in the execution of air operations using human to human interactions, which greatly impacts timely execution of a replan and introduces risk for errors in the replan process. Dynamic Mission Replanning (DMR) is proposed to solve this problem. The DAF is seeking solutions to automate and identify Courses of Action (CoAs) for the replan process in order to expedite theater operations. The TAP SoS DMR objective is to address infrastructure changes to the architecture and systems, resulting from change(s) in the plan during execution, to increase the overall speed and effectiveness of TAP.
