Added: Oct 01, 2014 9:46 am This is a request to approve modification of Contract No: AID-617-C-13-00001 for implementation of the USAID/Uganda Feed the Future Agriculture Inputs Activity by increasing the total contract ceiling by $2,514,605 from $7,499,773 to $10,014,378. This action would permit Tetra Tech ARD to achieve scaling agricultural technology results in the remaining life of President Obama's Feed the Future (FtF) Initiative. This modification does not include any extension to the period of performance nor does it include substantial changes to the Scope of Work (SOW). The contract period of performance is from November 19, 2012 to November 19, 2017.

The central objective of the cost plus fixed fee contract is to increase production of Uganda's priority FtF crops through the appropriate use of high quality agriculture inputs (e.g. seeds, fertilizers, pesticides, herbicides, and light equipment). This is to be achieved through increasing the availability of high quality inputs to farmers in FtF districts, decreasing the prevalence of counterfeit inputs, increasing awareness, benefits and proper usage of inputs, and improving domestic regulatory, and advocacy capacity for agriculture inputs. Adoption of new technology, such as improved inputs is critical for increasing incomes of rural households in Uganda.

Using full and open competition for this modification would result in additionalcosts to the government as well as unacceptable delays. " As documented herein, this action is authorized by 40 U.S.C. 474 and AIDAR 706.302-70(b)(5) based on impairment of foreign programs specifically:" An award for the continued provision of highly specialized services when award to another would result in substantial additional costs to the government or would result in unacceptable dealys."

The purpose of this five year program is to provide technical support towards agricultural inputs development in Uganda.  The USAID/Uganda Feed the Future Agricultural Inputs (USAID/Uganda FTF Ag-Inputs) will strengthen the agricultural inputs supply chain, decrease the prevalence of counterfeit inputs on the market, and improve current marketing and promotion techniques to engage farmers more actively and effectively.

Feed the Future Agricultural Inputs activity (FTF Ag-Inputs)


The U.S. Agency for International Development (USAID), Uganda, is seeking proposals from qualified firms/organizations interested in providing technical support towards agricultural input development in Uganda. FTF Ag-Inputs will enhance the use of high quality agricultural inputs in Uganda by focusing on increasing availability of inputs to farmers in FTF focus districts and decrease prevalence of counterfeit agricultural inputs.

USAID anticipates awarding a five-year Cost-Plus-Fixed Fee (CPFF) contract for the implementation of this activity with a total estimated range of approximately $5,000,000 to $7,500,000 for the entire five year period. Providing a range for the contract does not mean that Offerors should necessarily strive to meet the maximum amount.  Offerors must propose costs that it believes are realistic and reasonable for the work.  Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results.

This procurement shall be conducted under full and open competition under which any type of organization (U.S. and Non U.S. commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 shall apply.

Synopsis:                            

The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions.  Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium.  Accordingly, interested vendors are encouraged to register themselves as an interested vendor.

The United States Government (USG), represented by the United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for the Feed the Future Agricultural Inputs (FTF Ag-Inputs) activity in Uganda.

The purpose of this solicitation will be to identify a qualified contractor to implement this new USAID/Uganda program.  The primary objective of the FTF Ag-Inputs activity is to increase the use of high quality agricultural inputs in Uganda.  To achieve this goal, FTF Ag-Inputs will focus on two intermediate results: 1) Increased availability of inputs to farmers in FTF focus districts; and 2) Decreased prevalence of counterfeit agricultural inputs.


 This will be accomplished through: a) Integrating domestic agricultural input supply chains; b) Increased private sector marketing of agricultural inputs; c) Increased promotion of agricultural inputs; d) Improved capacity of domestic agricultural inputs associations; e) Development of an e-verification system for agricultural inputs; and f) Increased capacity of agrodealers and stronger supply chain relationships.  These efforts will be integrated with and supported by other various programs in the Mission's Economic Growth portfolio working at the national and district level.


USAID anticipates issuing the solicitation on or about March 30, 2012.  Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted on the FedBizOpps website:  http://www.fbo.gov.

This notice does not obligate USAID to award a contract, nor does it commit the USG to pay any cost incurred in the preparation and submission of proposals.
