1. On p 29 under "The Contractor is required to seek the following approvals from COR:"

one of the bullets is "Approval and acceptance of the work plan, M&E plan, reporting and other key documents" There is no mention elsewhere of an M&E plan. Is this the

PMP?

Please refer to question 12 in modification 01. COR shall approve both M&E plan and

PMP.

2. On p 26 under "Contractor Reporting Requirements" item 6 the RFP indicates that "The Contractor shall develop the PMP in the first month of the award...". However the Synopsis of Contract Reports/Plans on p 28, indicates that the Performance Monitoring Plan (PMP) and Results Framework will be due "Within 90 days of contract award".

Which is correct?

Please refer to question 15 in modification 01.

3. Does USAID/Uganda foresee the provision of grants through the Uganda Feed the Future Agricultural Inputs activity?

USAID does not foresee Grants under Contracts

4. On Page 87 of the RFP, it is stated: In addition, the Offeror may, at its discretion, propose up to two senior technical advisors who will also be considered Key Personnel.

May the bidder rename these positions to something other than Senior Technical Advisor?

Yes

5. Can USAID clarify the differing intent behind Sub IR 1.1 – Improved reliability, efficiency and service of the ag inputs supply chain through greater integration and formalized relationships along the input supply chain, and Sub IR 2.2 –Increased capacity of agrodealers and strengthened supply chain relationships? Descriptions and illustrative activities appear duplicative.

Please refer to question 5 and 6 in modification 01 that provides clarification on IR.1.1.

IR 2.2 focuses on building and strengthening inter-actor relationships.

6. On Page 93 of the RFP, it is stated: Offeror(s) should submit a preliminary BIP and MP (not to exceed two pages) as a separate annex to the proposal. However, the BIP and MP is also listed on page 86 as one of the technical application annexes. Should the Branding Implementation Strategy and Marking Plan be included as a technical annex, or separately from both cost and technical proposals?

Please refer to question 15 in modification 01.

7. The RFP has language that states: Note that Post Differential (25%) and Danger Pay (15%) is only applicable outside of Kampala.” However, the USG Office of Allowances lists Post Differential in Uganda as 25% for Kampala and 30% for Other. May the bidder use these published numbers, or is the RFP information more up-to-date?

USAID/Uganda Solicitation # SOL-617-12-000014 Amendment #2

The Offorer may use Post Differential in Uganda as 25% for Kampala and 30% for other as per update in ESSR http://aoprals.state.gov/Web920/hardship.asp. Danger pay is only applicable outside of Kampala in areas approved by the Regional Security Office at 15%.

8. The RFP makes no reference at all to cost share, yet the provided budget template includes columns for cost share. Can USAID clarify the cost share requirements for this

RFP?

Please refer to question 29 in modification 01. There is no cost share requirement.

9. The excel budget template provides a column for including budget notes. Would it be acceptable for the Offeror to include all notes in the separate (word document) budget narrative, allowing more space for clarification and explanation?

Yes

10. Please clarify the difference between the sub-category in the equipment category labeled expendable equipment and supplies and the supplies category. May the Offeror include all supplies in the supplies category and re-label the other subcategory to read expendable equipment?

Yes

11. To minimize confusion in electronic submission, would USAID consider a maximum attachment size of at least 5MB per message?

Refer to Section L page 84, L.6 Submission/delivery Instructions; the maximum electronic submission per Email is 2 MB
