The objective of this IQC is to facilitate USAID/CAR's continued engagement in macroeconomic reform, improvement of the business environment and public sector capacity, and trade facilitation through a structured procurement process. The new IQC will build on previous USAID-funded efforts in addressing these areas.
USAID's primary program objectives focus on devising and implementing robust activities that promote real economic growth, reduce poverty, graduate transitional countries from aid to trade, promote open competitive markets, develop the private sector, and mobilize private financing sources to supplement and eventually replace development assistance. These activities should seek to enhance regional economic integration where it is mutually beneficial to Central Asian nations. IQC contractors will provide a full range of services to USAID/CAR in macroeconomic reform, business improvement, and trade facilitation.
Macroeconomic refers to the complex of government strategies, objectives, and actions intended to affect aggregate or sectoral economic variables. Macroeconomic and sectoral policies encompass (non-exclusively) the areas of:
1. Legal and policy environment in which businesses operate, including legislation and procedures setting up registration and closure of businesses, state inspections, obtaining of licenses and permits, property registration, investors protection, contracts enforcement, employment of workers etc.
2. Money and banking policy, including the operations of the central bank and any other monetary authorities.
3. Fiscal policy, including all aspects of public revenue generation and expenditure; and encompassing planning, budgeting, and fiscal operations at national and subnational levels.
4. The trade/exchange rate policy, including tariffs, non-tariff barriers to trade, capital transfers, anti-dumping/countervailing duties, foreign debt, free trade areas, customs unions, World Trade Organization accession, and trade openness.
5. National income accounting, measurement and analysis of economic data, and national development strategy and macro- level economic planning.
6. Policy-related studies of key economic sectors--including policy and regulatory frameworks, key pricing and investment issues, planning and analysis. Labor, energy, telecommunications, transportation and other key sectors are of particular concern owing to their importance to aggregate economic performance. Economic aspects of environmental policies are also included.
7. Analysis and recommendations on poverty, income distribution, regional disparities, safety nets, and equity concerns, and their relation to macroeconomic and/or sectoral policy(ies), aggregate economic performance, and design and implementation of pro-poor economic growth strategies.
8. Other areas of economics are also relevant, at the aggregate or sectoral level, to the extent they affect employment, productivity, production, consumption, savings, and living standards.

The United States Government, represented by the United States Agency for International Development Regional Mission to Central Asia (USAID/CAR), is seeking proposals to provide the services described in the attached Request for Proposals. The objective of this IQC is to facilitate USAID/CAR's continued engagement in macroeconomic reform, improvement of the business environment and public sector capacity, and trade facilitation through a structured procurement process. The new IQC will build on previous USAID-funded efforts in addressing these areas.
USAID encourages maximum participation of small businesses and local private business. Accordingly, every reasonable effort will be made to identify and make use of such organizations. Organizations, specifically small businesses and local private business, that wish to express interest in this solicitation should provide relevant information on the "Interested Vendor List" at www.fbo.gov to assist in making this information known to others or in an e-mail to AlmatyAASolicitations@usaid.govby February 7, 2011, 10:00 am Almaty time.

IQC contractors will provide a full range of services to USAID/CAR in macroeconomic reform, business improvement, and trade facilitation. USAID will also release another IQC dealing only with Microeconomic Foundations for Growth, SOL-176-11-000003.
Offerors are invited to submit a proposal in accordance with the requirements of the RFP. This procurement shall be conducted through full and open competition, under which any type of organization is eligible to compete. The procedures set forth in FAR Part 15 shall apply. The US Government anticipates awarding approximately two (2) to four (4) awards with an overall ceiling price of $50,000,000.00 for a five-year period. The anticipated number of awards under The USAID Macroeconomic Foundations for Growth IQC are subject to Contracting Officer's determination.
Questions on this RFP should be submitted, in writing, no later than February 7, 2011, 10:00 am Almaty time at AlmatyAASolicitations@usaid.gov.
USAID/CAR will conduct a Solicitation Conference on o/a February 11, 2011. Representatives from the USAID/CAR mission will be made available for a question & answer (Q&A) session from TBD pm until TBD pm.

The purpose of this Amendment #01 is to clarify that Presolicitation Notice # SOL-176-11-000002 is published as a DRAFT in order to obtain comments/input from all public and private interested parties. Your comments/inputs about this draft synopsis are requested, and may be taken into consideration for the preparation of the final RFP.
The U.S. Agency for International Development (USAID)/CAR anticipates award of a five-year multiple award Indefinite Quantity Contract (IQC) to implement the Macroeconomic Foundations for Growth Program in the Central Asian Republics.
All types of eligible organizations and firms are strongly encouraged to review the attached DRAFT Statement of Work, provide comments, and consider submitting offers in response to the resulting final RFP (solicitation).
Interested parties are encouraged to submit comments or questions concerning this DRAFT Statement of Work by November 22, 2010, 10 am Almaty time. These should be directed to the following e-mail address: AlmatyAAsolicitations@usaid.gov
USAID/CAR is not requesting proposals at this time. Any proposal that is received in response to this DRAFT RFP will be discarded prior to issuance of the RFP. USAID/CAR reserves the right not to incorporate any and all comments into the final RFP, or even issue a final RFP.

USAID anticipates awarding multiple indefinite quantity contracts with an overall ceiling price of $50,000,000.00 over the five (5) year ordering period. Note that this ceiling applies across all task orders and cannot be exceeded in the aggregate. Note that there is no guarantee on the number of task orders that firms will receive under this IQC, or the amount of money the firm is entitled to beyond the minimum monetary amount stated in the RFP. Task orders may be either fixed price or cost reimbursement. The NAICS Code for this procurement is 541990. The solicitation will be posted on www.fbo.gov not less than fifteen (15) days after this notice issued.
In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor.
