About this opportunity

The United States Geological Survey (USGS) is conducting market research to identify qualified firms capable of providing Landsat Operations Support Services. This pre-solicitation Sources Sought Notice represents an early-stage acquisition effort to determine the availability of qualified business sources prior to formal solicitation. The services required span three primary areas: support for Landsat operations and maintenance (including liaison with NASA, satellite operations management, systems engineering analyses, and technical expertise for flight operations and subsystem support for Landsat 8 and 9); support for new Landsat mission development (including satellite and ground system development, architecture documentation, procurement support, and oversight of planning, integration, and design review activities); and support for special studies and planning activities related to remote sensing. Interested firms must submit a capabilities statement package by March 27, 2026 at 5:00 PM (EST) that includes a completed Sources Sought Questionnaire documenting relevant projects completed within the past five years, and a company profile (not exceeding one page) with UEI number and CAGE Code. Responses should be submitted via email to William Leesch at wleesch@usgs.gov. The appropriate NAICS code is 541330 (Engineering Services) with a Small Business Size Standard of $15,000,000.

This opportunity carries no set-aside designation and represents market research only, with no formal Request for Proposal or Invitation for Bid currently available. No potential incumbent contractors or current award values are identified in this pre-solicitation notice. The USGS has not obligated itself to issue a formal solicitation based on responses received, and the Government will not provide compensation for information submitted during this market research phase. Firms interested in this opportunity should possess demonstrated experience in satellite operations, systems engineering, mission development oversight, and remote sensing support activities, with preference for those having successfully completed similar projects within the past five years. The pre-solicitation phase is designed to inform the Government's acquisition strategy and determine the optimal procurement approach for the eventual full solicitation.
