About this file

This is a Sources Sought Notice from the United States Geological Survey (USGS) seeking qualified firms to perform Landsat Operations Support Services. The USGS is conducting market research to determine the availability of qualified business sources prior to determining the acquisition method and potential set-aside procurement strategy. The notice emphasizes that this is not a Request for Proposal or Invitation for Bid, and no solicitation or Statement of Work is currently available. The appropriate NAICS code is 541330 (Engineering Services) with a Small Business Size Standard of $15,000,000.

The services required encompass three primary areas: (1) support for Landsat operations and maintenance, including liaison between USGS and NASA, management oversight of satellite operations, independent systems engineering analyses of architectural changes, technical expertise for flight operations and anomaly investigations, and support for Landsat 8 and 9 subsystems such as propulsion, solar arrays, power, and antennas; (2) support for new Landsat mission development, including satellite and ground system development, architecture and requirements documentation, procurement support, COTS availability assessments, source selection assistance, and oversight of planning, integration, test, cost, schedule, and design review activities; and (3) support for special studies and planning activities related to remote sensing. Interested firms must submit a capabilities statement package including the Sources Sought Questionnaire documenting relevant projects completed within the past five years, a company profile not exceeding one page with UEI number and CAGE Code. Responses are due no later than March 27, 2026 at 5:00 PM (EST) and should be sent via email to William Leesch at wleesch@usgs.gov. The Government will not pay for information received and is not obligated to issue a solicitation based on this notice.

The United States Geological Survey (USGS) is seeking qualified firms capable of performing Landsat Operations Support Services, including a variety of tasks related to research and engineering support for USGS efforts in remote sensing systems: concept development, planning, full-scale development, integration and test, and operations and maintenance. Specific tasks include (1) research and analysis for space and ground systems and architecture concept development and planning, (2) planning, analysis, architecture development, and validation and verification for system development and maintenance activities, (3) support to satellite and ground system operations and maintenance activities, (4) assistance with procurement planning, development, and source selections for ground and satellite systems, (5) and studies, analysis, research and data/information collection in support of project planning, development, and execution efforts.

The firm must be a trusted agent for the U.S. Government Systems Engineering and Integration (SE&I) for the U.S. Space Enterprise and provide SE&I expertise to National Security and Intelligence, Defense, Civil, and commercial space systems. They also need to provide principal systems engineering, mission integration, and mission operations technical leadership to the USGS for critical land remote sensing activities defined by the 2020 National Space Policy of the United States of America.

The appropriate Northern American Industry Classification System (NAICS) code for this project is 541330 Engineering Services, and the Small Business Size Standard is $15,000,000.

It is requested that interested firms submit to the Contracting Officer a brief capabilities statement package, including the Sources Sought Questionnaire provided as attachments to this notice, to demonstrate the ability to perform the services described.

The questionnaire and matrix should be used to document relevant projects completed in the past five (5) years that best demonstrate your experience on projects that encompass the following services:

1. Support for Landsat operations and maintenance

· Liaison between the USGS and NASA to support the USGS in representing the USGS technical and management activities.

· Support USGS management oversight of satellite operations activities.

· Provide independent systems engineering analyses and evaluations of proposed architectural changes for existing operational systems in design and development for both space and ground assets.

· Liaison between USGS and other engineering or support teams involved in studies, analyses, or other mission support activities.

· Provide technical expertise for satellite operations to assist the flight operations contractor during anomaly investigations or for analysis of other satellite operations investigations. Support may include providing expert assistance with various satellite sub-systems on Landsat 8 and 9 such as propulsion systems, solar arrays, power subsystems, various antenna systems, and general spacecraft analysis.

2. Support for new Landsat mission development

· Support satellite and ground system development and implementation activities, including architecture development and documentation, requirements development and documentation, external and internal interface definition, risk assessment and risk management planning, schedule and cost estimate development, and test planning and execution monitoring support.

· Support development of procurement documentation.

· Support industry assessments such as Commercial Off-the-Shelf (COTS) availability, technology studies, industry days, and white paper reviews.

· Support source selections, including assistance with the source selection planning, proposal review, providing independent cost estimates, and technology assessments of ground and space systems.

· Assist the USGS in the oversight of planning, development, integration, and test activities, cost and schedule management, interface control documentation, interface arbitration, requirements, design, and test reviews, design reviews, independent analyses, such as development and operations and maintenance cost projections, review of test results, operations planning, and verification and validation.

3. Support for Special Studies and Planning Activities

· Perform special studies, research, data collections, and analyses as required, related to various remote sensing activities that the EROS Center leads.

All responses shall include:

(1) The attached Sources Sought Questionnaire. The description box on the questionnaire shall include the contract number, square footage, Government Agency/Private Entity for which the work was performed, and a brief description of how the contract referenced relates to the size, scope, and complexity requirements for the services described.

There are only enough boxes to list four (4) projects on the questionnaire. If you are submitting twenty (20) projects, you will need to fill out a second questionnaire to list up to the twentieth project.

The rest of the questionnaire is self-explanatory, and all boxes should be filled out as applicable.

(2) Company Profile (no more than one page) to include the following:

a. UEI number;

b. CAGE Code;
