About this opportunity
The Mission and Installation Contracting Command - Fort Drum, operating under the Department of the Army Materiel Command, is seeking Architect-Engineer (A-E) design services for the modernization of acid storage tanks at the Radford Army Ammunition Plant (RFAAP). The selected A-E firm will design a modernized Acid Tank Farm capable of supporting the capacity requirements for the Nitric Acid Concentrator/Sulfuric Acid Concentrator (NAC/SAC), Modernized Nitrocellulose (MNC) production facility, and the Legacy Nitroglycerin Production Facility (NG-2). This procurement is conducted under the Brooks Architect-Engineer Act (40 U.S.C. Section 1102) and FAR subpart 36.102, which require that A-E contracts be negotiated based on demonstrated competence and qualifications for the required professional services. Selection will be based on the firm's professional qualifications and demonstrated capability to perform the work rather than on price competition. Prospective contractors must submit their qualifications and proposals by April 30, 2026.
This opportunity is designated as a Total Small Business set-aside, limiting competition to certified small business concerns. The project will be performed at Constitution Road in Radford, Virginia 24141. The solicitation falls under NAICS code 541330 (Engineering Services) and PSC code C1EA (Architect and Engineering - Construction: Ammunition Facilities), indicating the specialized nature of the design work required for defense ammunition production facilities. While the specific contract award value and detailed project timeline are not provided in this synopsis, the scope involves designing infrastructure to support multiple modernized production systems at a major Army ammunition manufacturing installation. Interested small business firms with relevant experience in ammunition facility design and engineering should prepare their qualifications submissions accordingly.
