About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum is seeking Architect-Engineering (A-E) design services for modernization of the Acid Farm storage tanks at the Radford Army Ammunition Plant (RFAAP). The project requires comprehensive 90% Advanced Design services to develop modernized storage infrastructure capable of handling Spherical Nucleic Acid (SNA), Sulfuric Acid (SSA), Oleum, Pyro, and Weak Nitric Acid (WNA) in support of Nitrocellulose production and other ammunition manufacturing operations. Key contract objectives include designing facilities to support the modernized Nitric Acid Concentrator/Sulfuric Acid Concentrator (NAC/SAC), Modernized Nitrocellulose (MNC) production facility, and Modernized Nitroglycerin Production Facility (NG-3), with particular emphasis on environmental compliance and safety protocols related to receipt, storage, and dispersal of various acids. The design must address all technical and safety requirements while incorporating retrofitting and reuse of legacy structures where feasible and employing a phased modernize-in-place approach for areas requiring the most critical upgrades. The pre-solicitation notice was posted on December 12, 2025, with responses due by January 9, 2026.

This is a standard federal procurement with no set-aside designation applied. The pre-solicitation notice does not identify any incumbent contractors or provide specific award values or budget ranges at this preliminary stage. The project scope indicates substantial capacity requirements, with the modernized NAC/SAC designed to process approximately 100 million pounds of SNA annually to support maximum production demand of 28 million pounds of NC per year. Interested firms should note that this is classified under NAICS 541330 (Engineering Services) and PSC C1EA (Architect and Engineering – Construction: Ammunition Facilities), indicating that only qualified engineering firms with relevant experience in ammunition facility design and hazardous materials handling infrastructure will be competitive. Prospective contractors should monitor the Federal Procurement Data System and SAM.gov for the full solicitation release following this pre-solicitation notice.

Notice text

The Radford Army Ammunition Plant (RFAAP) Acid Farm storage tanks are utilized for the containment of Spherical Nucleic Acid (SNA), Sulfosalicylic Acid (SSA), Oleum, Pyro, and Weak Nitric Acid (WNA), all of which are essential to Nitrocellulose (NC) production. The Acid Tank Area currently supports both the Nitric Acid Concentrator/Sulfuric Acid Concentrator (NAC/SAC) and the MNC production facility. The modernized NAC/SAC, presently undergoing upgrades, is designed to process approximately 100 million pounds of SNA (98.5 wt.%) annually, to meet the maximum production demand of 28 million pounds of NC per year. To achieve this, Architect-Engineering (A-E) design services are required for a modernized Acid Tank Area capable of supporting capacity requirements of the modernized Nitric Acid Concentrator/Sulfuric Acid Concentrator (NAC/SAC), Modernized Nitrocellulose (MNC) production facility, and the Modernized Nitroglycerin Production Facility (NG-3) at the Radford Army Ammunition Plant (RFAAP). The Tank Area shall be required to handle pyro acid, Strong Sulfuric Acid (SSA), Oleum, and Strong Nitric Acid (SNA). The Advanced (90%) Design shall include all required tanks and supporting infrastructure. The Design shall address all environmental and safety issues related to the receipt, storage, and dispersal of the various acids. Where technically and economically feasible the design will incorporate retrofitting and reuse of legacy structures, demolition of obsolete legacy equipment, and a phased modernize-in-place approach for the Tank Areas in highest need of upgrades or increased capacity.
