About this opportunity
GSA Public Buildings Service is soliciting proposals to lease 35,599 to 36,700 assignable square feet of office space in Houston, Texas, with expressions of interest due May 28, 2026. This is not a set-aside procurement.
The most recent solicitation revision (May 22, 2026) specifies a 15-year full lease term (180 months) with an 8-year firm term (96 months) and no option period. Estimated occupancy is May 2028. The delineated area is bounded by Holzwarth Road, SH-99, I-69, Highway 494, TX-8 Beltway, Elia Boulevard, Rankin Road, Kuykendahl Road, Cypress Creek Parkway, and Cypresswood Drive in Houston.
The space must include 214 parking spaces (surface or structured), with 15 reserved and secured for government-owned vehicles, located on-site or within a one-block walkable radius. No below-grade space is permitted. The property must be located on ground level or above and meet federal fire safety, accessibility, seismic, and sustainability standards. A fully serviced lease is required.
Location restrictions include direct adjacency prohibition to K-12 education facilities and their athletic fields; properties must be situated outside one-quarter mile of major retail anchor stores generating significant public traffic and must avoid direct adjacency to or direct line of sight into primary residential structures without significant natural or built buffers. Properties cannot be in the 1-percent-annual chance floodplain. Entities must comply with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions.
Patrick Staley, Lease Contracting Officer, is the primary contact (Patrick.Staley@gsa.gov). Project management is handled by Me'Chaela Buford. A market survey was completed April 7–8, 2026.
