About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis has issued a Sources Sought Notice for the Eisenhower Leadership Development Program (ELDP). This notice was posted on September 4, 2025, with responses due by September 8, 2025. The government currently intends to award this contract on a sole source basis to Teachers College of Columbia University beginning September 15, 2025, using the statutory authority that only one responsible source can satisfy the agency's requirements. However, the agency is seeking information from potential vendors to determine if competitive procurement is feasible. The contract will be structured as a firm fixed price arrangement focused on education and training services.
The primary purpose of this Sources Sought Notice is to identify capable vendors who could potentially perform the ELDP requirements and support a competitive procurement process. The government particularly encourages responses from small businesses across all socioeconomic categories, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns, requesting they describe their capabilities and ability to provide services at fair market prices. Interested parties must respond by September 8, 2025, though this notice does not constitute a formal solicitation and the government will not accept unsolicited proposals or pay for response costs. All businesses, both large and small, are encouraged to participate, and any determination to proceed with competitive procurement versus sole source award remains at the government's discretion. If a competitive solicitation is ultimately released, it will be posted on government contracting websites.
